On May 30, the Xi’an Municipal Bureau of Industry and Information Technology issued a notice regarding the groundwork for establishing zero-carbon factories and comprehensive energy demonstration projects. This initiative aims to promote the practical application of low-carbon technologies, including photovoltaics, hydrogen energy, geothermal, smart microgrids, and new energy storage. The goal is to enhance energy efficiency and reduce carbon emissions.

The policy outlines that projects with an investment of over 100 million yuan (approximately $14.5 million) for zero-carbon factories or over 5 million yuan (approximately $725,000) for comprehensive energy projects, planned or under construction in Xi’an from 2025 to 2027, will be included. The groundwork period is set from May 30 to June 19.

Measures for Optimizing Energy Industry Services in Ordos

On May 22, the Ordos Municipal Energy Bureau, along with ten other departments, published measures to optimize service and legal supervision in the energy sector (Document No. 71 of 2025). It specifies that newly constructed substations with a voltage of 110 kV and above should be designed and built as smart substations, while existing substations should undergo intelligent upgrades.
