New York PSC Approves 30-Day Extension for NYSERDA’s First Bulk Energy Storage Solicitation

On June 25, 2025, the New York Public Service Commission (PSC) secretary approved a 30-day extension for the New York State Energy Research and Development Authority (NYSERDA) to issue its first bulk energy storage solicitation and submit it along with its standard form agreement in Case 18-E-0130.

As previously reported, the bulk energy storage program aims to provide incentives for energy storage systems exceeding 5 MW. This program will also establish a new round of funding, as the initial round was fully allocated. The update is highly anticipated and is projected to generate funding ranging from $701.5 million to $1.42 billion, expected to be incurred from 2028 through 2044.

On May 13, 2025, NYSERDA released a draft solicitation, program manual, and standard form agreement for the bulk energy storage program. The agency requested comments on the draft solicitation and program manual by May 29, 2025, and feedback on the standard form agreement by June 5, 2025. The original deadline for the final issuance of solicitation documents was set for June 30, 2025.

While NYSERDA submitted its final Bulk Energy Storage Program Manual on June 13, 2025, it sought an extension for the final solicitation on June 23, 2025. In its request, NYSERDA highlighted that over 40 parties had provided comments on the draft solicitation and indicated the need for additional time to conduct thorough due diligence in finalizing important provisions of both the solicitation and the standard form agreement “in light of the robust industry response.”

Despite the extension, NYSERDA affirmed its intention to accept bid proposals in response to the solicitation in Q4 2025, as noted in the draft solicitation, and to adhere to other critical submission dates outlined in the issued solicitation. Following the PSC’s decision, NYSERDA now has until July 30, 2025, to issue its first solicitation.
