Significant Release of the Self-Regulation Practice Guidelines for the Energy Storage Industry

Tianjin, October 16, 2025 — Today, during the Fifth Energy Storage Safety Seminar and the National Key R&D Program project meeting on “International Lithium-Ion Battery Energy Storage Safety Evaluation Key Technology Cooperation and R&D,” a landmark document titled “Self-Regulation Practice Guidelines for Container Lithium Battery Energy Storage” (hereinafter referred to as the “Guidelines”) was officially released. This document was spearheaded by the Zhongguancun Energy Storage Industry Technology Alliance and developed in collaboration with 25 leading enterprises in the sector.

The Guidelines are the first normative guidance document in the industry specifically addressing container lithium battery energy storage systems. They represent a crucial step in translating industry consensus into systematic practice standards. Safety is the lifeline for the sustainable development of the energy storage industry, and self-regulation is a solid guarantee for maintaining this lifeline.

The Guidelines aim to promote the iteration of storage product technology and safety performance upgrades through normative guidance. They encourage the industry to transition from a focus on price competition to a development path that emphasizes safety performance and value creation. The core principles outlined in the Guidelines include: “Safety First, Controllable Risks, Green and Low Carbon, Compatibility and Interoperability, and Quality Traceability.” These principles establish baseline requirements for system parameters, critical subsystems, and components.

The Guidelines also address current industry concerns by providing recommendations for large-scale fire tests, effectiveness assessments of fire safety measures, system reliability evaluations, information security, battery thermal management, and ease of maintenance. Furthermore, they extend requirements for the production quality management of energy storage systems and batteries.

The alliance will actively promote the Guidelines to end-users in the energy storage sector, making them a widely recognized best practice standard. We firmly believe this initiative will inject robust momentum into the healthy and sustainable development of the energy storage industry and lead to high-quality industry growth.

Starting today, the Zhongguancun Energy Storage Industry Technology Alliance will publicly display the Guidelines on its official website for a two-week period, concluding on October 31. We sincerely invite more companies along the industry chain to participate in the collaborative development and to contribute their insights. After the public comment period, the alliance will organize discussions with relevant enterprises and experts to finalize and officially release the Guidelines.

The Fifth Energy Storage Safety Seminar is jointly hosted by the Zhongguancun Energy Storage Industry Technology Alliance, the Tianjin Fire Research Institute of the Ministry of Emergency Management, and the National Energy Storage Technology Industry-Education Integration Innovation Platform at Tianjin University. The event is supported by several organizations, including Kehuashu Neng, Envision Energy, Trina Storage, Pylon Technologies, Xiqing Energy, Ronghe Yuan Storage, Cairi Energy, Shell (China), Jingkong Energy, Dongfang Risheng, CSA Group, and Suzhou UL Meihua Certification.
