On April 22, 2025, the National Energy Administration of China released the document titled “2024 Distributed Energy Development Plan and Pilot Implementation Guidelines”. This document outlines the implementation framework for distributed energy projects in the country.

According to the 2024 energy development plan formulated by the National Energy Administration, a total of 11 provinces in China will begin to implement the guidelines for distributed energy projects. The plan aims to enhance the quality and efficiency of energy generation and consumption.

The document highlights several key aspects regarding the implementation of distributed energy projects:

  1. Shanxi Province will require local authorities to ensure that new energy resources are effectively integrated into the grid, with a focus on renewable energy.
  2. Gansu Province has set regulations for high-quality distributed energy projects, which must adhere to standards for the supply of electricity.
  3. Heilongjiang Province is encouraging the use of distributed energy systems in rural areas to enhance energy accessibility and sustainability.
  4. Yunnan Province will focus on developing distributed energy projects in alignment with local government policies, ensuring that they meet specific energy supply criteria.
  5. Hunan Province plans to initiate development projects that incorporate distributed energy, aiming to achieve significant improvements in energy efficiency.
  6. Guangxi Province has introduced a pilot project to assess the feasibility and effectiveness of distributed energy sources in urban settings.
  7. Jiangxi Province will promote the integration of distributed energy into existing infrastructures to maximize resource utilization.
  8. Fujian Province will emphasize the establishment of distributed energy systems that are cost-effective and environmentally friendly.
  9. Guangdong Province is set to launch initiatives aimed at enhancing grid resilience through distributed energy sources.
  10. Shandong Province will conduct assessments on the implementation of distributed energy plans, aiming for a sustainable energy transition.

The National Energy Administration emphasizes that the successful implementation of these distributed energy projects will significantly contribute to the country’s energy security and environmental goals.

In summary, the 2024 Distributed Energy Development Plan aims to promote the use of renewable energy sources across various provinces in China, enhancing the overall quality of energy supply and ensuring sustainable development.
