
Starting from May 27, 2025, the original management measures for distributed photovoltaic projects in Ruian City, Zhejiang Province, will be abolished. This decision was announced on May 26, 2025, by the Ruian Development and Reform Bureau. The notification aims to further regulate the registration, construction, operation, and management of distributed photovoltaic projects in Ruian City, promoting the orderly development of these solar initiatives.
The notice states that the existing “Management Measures for Distributed Photovoltaic Power Generation Projects in Ruian City (Revised)” (Document No. Ruifa Gai Neng Huan [2023] 45) will be repealed. Effective from May 27, 2025, future photovoltaic projects in the city will adhere to the guidelines set by higher-level documents, including:
- The National Energy Administration’s “Notice on Issuing Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation” (Guoneng Fa Xin Neng Gui [2025] 7)
- The Zhejiang Provincial Office for Production Safety’s “Notice on Strengthening the Prevention of Production Safety Accidents in Industrial Enterprises’ Rooftop Distributed Photovoltaic Power Generation Projects” (Zhe An Wei Ban [2024] 38)
- The Provincial Energy Bureau’s “Guidelines for Promoting Rooftop Distributed Photovoltaic Development across Entire Counties (Cities, Districts)” (Zhe Neng Yu [2021] 17)
- The Wenzhou Development and Reform Commission’s “Notice on Further Implementing Safety Management for Commercial Rooftop Distributed Photovoltaic Power Generation Projects”
These changes aim to ensure that all relevant units fulfill their responsibilities in registration, construction, operation, and supervision of photovoltaic projects.
The decision to repeal the original management measures is based on significant changes in the distributed photovoltaic industry and the need to adapt to new circumstances. The existing regulations conflicted with the updated policies from higher authorities. For instance:
- In July 2024, the Zhejiang Provincial Safety Committee issued a guideline stating that for buildings with flat roofs, photovoltaic modules must not exceed the height of the parapet wall. In contrast, the previous management measures allowed the top of the photovoltaic panels to be as high as 2.6 meters above the roof surface.
- In March 2025, the National Energy Administration defined four categories of distributed photovoltaic projects, including household and non-household applications, which were not addressed in the previous local management measures, leading to a lack of registration basis for certain projects.
Moving forward, to promote the orderly development of distributed photovoltaic installations in Ruian, all projects will conform to the aforementioned national and provincial guidelines.
