On May 28, the Energy Bureau of Honghe Prefecture in Yunnan Province announced the initiation of the selection process for the owners of three photovoltaic power generation projects included in the third batch of new energy projects for 2024. These projects are located at Malutang, Anjiahua, and Laofanzhai.
The proposed installed capacities and investments for the projects are as follows:
- Malutang Photovoltaic Project: Proposed capacity of 30 MW with an investment of 135 million yuan.
- Anjiahua Photovoltaic Project: Proposed capacity of 65 MW with an investment of 292.5 million yuan.
- Laofanzhai Photovoltaic Project: Proposed capacity of 50 MW with an investment of 225 million yuan.
In total, these three projects will have an aggregate capacity of 145 MW.
The selection process is guided by several policies, including the Yunnan Provincial Government’s measures to accelerate the development of photovoltaic power and regulations from the Yunnan Provincial Development and Reform Commission. The objective is to expedite the development of new energy projects and ensure their timely production and grid connection. Investors with adequate financial strength, management capabilities, and risk resistance are encouraged to participate.

The selected developers will be responsible for securing all necessary funding and managing the entire project development process until the projects are connected to the grid. This includes construction, operation, and subsequent maintenance.
Eligibility Requirements for Applicants
- Must be a legal entity registered within the People’s Republic of China with the ability to assume civil liability.
- Must demonstrate corresponding capabilities in personnel, experience, funding, and equipment.
- Financial Stability: Applicants should have good commercial reputation and sound financial accounting records, including audited financial statements for 2021-2023.
- Evidence of tax payments and social insurance contributions for the past six months.
- Must not be listed as a credit defaulter on Credit China or have any serious violations of government procurement rules.
- Entities with a common management or ownership cannot apply for the same project.
- Joint ventures are allowed but must not exceed three members.
Application Process
Interested parties can obtain the Response Document Guidelines from May 29 to June 3, 2025, at the Honghe Prefecture Construction Engineering Bidding Company, located at No. 1 Huguo Road, Mengzi City, Honghe Prefecture.
The deadline for submitting response documents is June 10, 2025, from 8 AM to 9 AM. Late submissions will not be accepted.
Selection Meeting
The evaluation meeting for the selection process will take place on June 10, 2025, at the same location.
