The Yunnan Provincial Department of Science and Technology’s notification on the 2025 Provincial Technology Innovation Center Construction Application outlines the following:
- Objective: The goal is to establish provincial-level technology innovation centers in high-density industrial areas that can meet significant technological innovation demands. This initiative aims to provide innovative momentum for high-quality socio-economic development across the province.
- Key Areas: The provincial technology innovation center is designed to facilitate the conversion of scientific research into technological applications and to promote the industrialization of major foundational research outcomes. The core mission focuses on the research and development of critical technologies, generating new technologies, processes, methods, and products that can support enterprises, particularly small and medium-sized ones. It also aims to incubate technology-driven enterprises and enhance the innovation capacity and core competitiveness of key industries in the province. The key areas include:
- (1) Silicon Photovoltaic Industry: Focus on upgrading the silicon photovoltaic industry through technological advancements in perovskite thin-film batteries, stacked batteries, photovoltaic manufacturing, power generation, equipment recycling, and integrated energy storage systems.
- (2) Highland Specialty Agriculture: Enhance key agricultural sectors such as grain, sugar, natural rubber, fruits, and vegetables, while promoting high-quality development in livestock and traditional Chinese medicine.
- (3) New Energy Battery Industry: Strengthen the battery industry’s supply chain through collaborative innovation, focusing on high energy density, safety, longevity, and cost-effective technologies for new types of batteries, including sodium-ion, solid-state, cobalt-free, and vanadium flow batteries.
- (4) Green Energy Industry: Develop a new energy system emphasizing gas power generation, pumped storage, and new energy storage technologies, advancing multi-energy complementarity.
- (5) Biopharmaceutical Industry: Address innovation needs in biopharmaceuticals, including modern Chinese medicine and innovative drugs.
- (6) Advanced Equipment Manufacturing: Focus on high-end CNC machines and agricultural equipment, as well as logistics systems suitable for various industries.

- (9) Others: Align with major projects like the Chongqing-Kunming high-speed railway and the Longshui International Airport expansion to strengthen industrial innovation.
Application Requirements:
- Applicant Entities: The centers should be led by enterprises with significant technological innovation capabilities, involving relevant enterprises, universities, and research institutions. New research institutions or alliances may also lead these initiatives.
- Basic Conditions:
- Registered in Yunnan and encouraged to establish as independent legal entities.
- Enterprise applicants must be industry leaders with independent R&D capabilities and a good financial condition.
- Strong innovation organizations with collaborative ties to relevant enterprises and institutions.
- Support from local governments for operational stability and necessary resources.
- Important Notes: Applications that overlap with existing technology innovation centers will not be accepted. Collaborative applications must ensure that the leading entity comprises more than half of the team.
