5. Operational and Administrative Complexities
After construction, operational challenges include navigating standards for grid reliability, which may delay project commissioning by up to 24 months after customer enrollment. Compiling accurate customer bills is complicated by the lack of standardized data exchange between utilities, metering, billing, transmission and distribution charges, and solar subscription managers. Additionally, there are challenges related to long-term operations and maintenance (O&M), including technician shortages.


Addressing these challenges requires improvements in electric infrastructure, supportive and streamlined regulations, innovative financing mechanisms, and efficient customer and project management systems.
