Two Ministries: Promoting Direct Green Electricity Connections

On May 21, the National Development and Reform Commission and the National Energy Administration jointly issued a notice regarding the orderly promotion of direct green electricity connections. This initiative aims to explore innovative models for the integration of renewable energy production and consumption, facilitating local consumption of renewable energy. The direct connection refers to the method where renewable energy sources like wind, solar, and biomass do not connect directly to the public grid, but instead supply green electricity to individual users through dedicated lines, allowing for clear physical tracing of supplied energy.

Manufacturing Sector Green Development Action Plan (2025-2027) Approved

On May 23, Premier Li Qiang presided over a State Council meeting where the “Manufacturing Sector Green Development Action Plan (2025-2027)” was approved. The plan emphasizes accelerating green technological innovation and the application of advanced green technologies, urging traditional industries to transition towards greener practices. It also encourages the promotion of clean energy and green product usage, fostering a comprehensive green manufacturing and service system.

Ministry of Commerce: Encouraging Market Transactions for Distributed Generation

On May 21, the Ministry of Commerce released a notice encouraging national-level economic and technological development zones to implement market-based transactions for distributed generation, actively participate in green certificate and green electricity trading, and enhance the level of green electricity consumption.

First Report on Document Number 136 Released

On May 29, the Inner Mongolia Development and Reform Commission and the Energy Bureau published a notice detailing the “Implementation Plan for the Market-Oriented Reform of New Energy Feed-in Tariffs.” This plan aims to allow distributed solar, decentralized wind, and poverty alleviation solar projects to participate in market trading, transitioning towards real-time market operations.

Henan Province Issues Green Certificate Trading Guidelines

On May 15, the Henan Provincial Development and Reform Commission released a notice outlining the “Trial Implementation Guidelines for Green Certificate Trading.” The guidelines specify the issuance and management of green certificates corresponding to renewable energy projects like wind, solar, hydro, biomass, and geothermal energy.

Recent Developments

Over 1.3 Billion Yuan Investment in Distributed PV Projects

On May 28, the Hengshui Public Resource Trading Platform announced the successful bid for 33 distributed solar projects in Hebei Province, awarded to Hengshui City Construction Investment Energy Co., Ltd. for 133 million yuan. This project will significantly enhance the region’s renewable energy capacity.

Guizhou’s First 110kV Solar Project Successfully Connected to the Grid

On May 25, Guizhou Province’s first centralized 110kV solar project was successfully connected to the grid, with an installed capacity of 280 MW expected to generate 350 million kWh annually, meeting the electricity needs of around 200,000 households.

Longi Solar Establishes New Energy Subsidiary
