New Regulations on Power Facility Licensing Effective July 1, 2025
On May 9, the National Development and Reform Commission (NDRC) issued the Management Measures for the Licensing of Power Facility Installation (Repair, Testing). This regulation, approved during the 20th executive meeting on April 10, 2025, will take effect on July 1, 2025. The new measures reduce the licensing levels for power facility installation from five to three, merging levels two and three into a new level two, while levels four and five are combined into level three. 8.35 GW of Wind and Solar Project Indicators Issued in Liaoning Province
On May 9, the Liaoning Provincial Development and Reform Commission released a public consultation notice for the Construction Plan for the Third Batch of Wind and Solar Power Projects in Liaoning Province in 2025. The announcement reveals a total construction scale of 8.35 million kilowatts, consisting of 7.95 million kilowatts for wind power and 400,000 kilowatts for solar energy, all aimed at supporting subsidy-free projects. On May 13, the Housing and Urban-Rural Development Bureau of Jiangmen City’s Xinhui District issued a notice regarding the Guidelines for Distributed Solar Power Project Construction. The guidelines state that “solar + building” projects must adhere to the requirements outlined in the Guidelines for Solar + Building Style Control and Illustrations (First Edition), which cover zoning control standards, style control areas, and suitable construction zones. Guidance on Distributed Solar Power Development in Yancheng, Jiangsu Province
On May 3, the Yancheng Municipal Government of Jiangsu Province released the Guiding Opinions on Promoting High-Quality Development and Construction of Distributed Solar Power Projects. The document emphasizes strengthening project filing management, establishing that the filing subject is determined by the principle of “who invests, who files.” Natural person-owned distributed solar projects may be filed by local power supply companies or by individuals themselves, while non-natural person-owned projects must apply for filing through the investment entity.
