On February 25, 2026, TÜV Rheinland, an international independent third-party testing, inspection, and certification organization, officially signed a project cooperation agreement with the Guangzhou Huangpu District People’s Government. This agreement marks the start of the construction of the TÜV Rheinland Greater Bay Area (Guangdong) Operations Center in the Guangzhou Development Zone. The signing ceremony was attended by Huangpu District Mayor Xian Yinsong, Secretary-General of the Guangzhou Development Zone Management Committee Chen Chao, and key representatives from TÜV Rheinland, including President Xia Bo and General Manager of Government Affairs Wang Ruimin.
The total investment for the TÜV Rheinland Greater Bay Area (Guangdong) Operations Center project is approximately 150 million RMB, with a planned construction area of around 20,000 square meters. The center aims to create a “one-stop” platform for testing and certification technology services, as well as a research and development center and capability center. It will include integrated testing laboratories for new energy vehicles, smart connected vehicle parts, robotics, smart commercial equipment, smart home appliances, lighting equipment, light industrial machinery, low-altitude aircraft, new materials, and electronic components. Additionally, it will enhance management system audits, supply chain quality, and sustainable development assessment services, while also establishing a training center for technical professionals necessary for low-carbon sustainability and smart manufacturing industry upgrades.
Upon completion, the center will provide internationally recognized inspection, testing, certification, evaluation, consultation, and training services across the full value chain for strategic emerging industries in the Guangdong-Hong Kong-Macao Greater Bay Area. This initiative aims to assist local enterprises in enhancing their competitiveness in international markets and promote the internationalization of industry technology standards.
Mayor Xian Yinsong noted at the signing ceremony that TÜV Rheinland, as a leading international testing and certification organization, has been deeply engaged in the Guangdong-Hong Kong-Macao Greater Bay Area for over thirty years and possesses strong technical expertise and global resource advantages. The investment in the TÜV Rheinland Greater Bay Area (Guangdong) Operations Center is a crucial measure for Huangpu District to promote the deep integration of advanced manufacturing and modern service industries. The Huangpu District government will fully support the construction of this project within the framework of laws and regulations, providing comprehensive assistance in policy support, resource coordination, and project approval to ensure the project is completed and operational as soon as possible.
On the same day, Xia Bo also attended the Guangzhou High-Quality Development Conference, themed “Promoting Deep Integration and Coordinated Development of Manufacturing and Service Industries.” This conference, part of Guangzhou’s initiatives to promote high-quality development in the 14th Five-Year Plan, clarified the city’s approach to revitalize the real economy through trade and manufacturing, elaborating on the planning and layout for integrating the manufacturing and service sectors.
