Strengthening Safety Management in Electrochemical Energy Storage Systems: New Guidelines from China’s Energy Authorities

Strengthening

The National Energy Administration, along with four other departments, has issued a notification regarding the enhancement of safety management for electrochemical energy storage systems. The focus is on improving the inherent safety levels of battery systems.

According to the notification, the Ministry of Industry and Information Technology is accelerating research on the safety of battery components and promoting advancements in electrochemical energy storage technology. They are also working to standardize the design and manufacturing processes of battery systems.

The market supervision authorities are tasked with regulating the production and sale of battery products to maintain market order. They will strengthen credit supervision and promote the establishment of a credit system for market entities.

Additionally, evaluations of safety conditions and facilities for electrochemical energy storage projects are to be conducted. Project units must enhance safety management by comprehensively analyzing the safety production conditions and facilities during the feasibility study phase, culminating in a written report for review. After project completion or trial operation, safety facilities must be inspected, and any identified issues should be promptly rectified. A post-operation safety evaluation will be conducted after the project has been in operation for a certain period to ensure its long-term safety and reliability throughout its lifecycle.
