Electric Vehicle Charging Infrastructure Development Plan (2025-2027)
On October 20, 2025, the National Development and Reform Commission announced the implementation plan for the development of electric vehicle charging infrastructure from 2025 to 2027. This initiative is aimed at enhancing the service capabilities of electric vehicle charging facilities across the country.
According to the plan, by 2027, approximately 2.8 million charging piles are expected to be installed nationwide, which will provide a total charging capacity of more than 30 billion kWh. This development will meet the growing demand of over 8 million electric vehicles projected for that year.

The target is to establish 4,000 rapid charging stations by 2027, significantly improving the convenience of charging for electric vehicle owners.
Moreover, the plan aims to enhance the digitalization of charging services, such as the implementation of mobile applications for locating charging stations, monitoring charging status, and facilitating payments.
The National Energy Administration and the Ministry of Transport will collaborate to ensure that the regulatory and support frameworks are in place to encourage the efficient development of electric vehicle charging infrastructure. The emphasis will be on quality assurance, safety, and user-friendly services.
Overall, this initiative marks a significant step towards promoting electric vehicles as a sustainable transportation option and enhancing the country’s infrastructure to support this transition.
