Sichuan Accelerates the Development of Integrated Power Computing: Doubling New Energy Quotas! Accelerating the Implementation of Integrated Source-Grid-Load-Storage Projects!

On May 8, the Sichuan Development and Reform Commission issued the “Implementation Opinions on Supporting the Acceleration of Integrated Power Computing Development.” The document emphasizes key support for accelerating the implementation of integrated source-grid-load-storage computing demonstration projects in areas where local power grids have stable regulation capabilities but face limitations in power transmission. The focus will be on deploying large-scale computing clusters in industrial parks.

By 2027, in the regions of Aba, Ganzi, Liangshan, Ya’an, and Panzhihua (hereinafter referred to as the “Three Prefectures and Two Cities”), the plan is to orderly achieve large-scale and green development of computing power, respecting market laws and aligning with national policy requirements. This will lead to the establishment of distinctive Sichuan projects that integrate “green electricity + computing power.”

The public power grid will provide baseline services for the integrated source-grid-load-storage computing projects. These projects will be allowed to connect to the public power grid as a single entity, receiving unified dispatch from the grid without sending power back to it. Additionally, these projects can participate as market entities in provincial electricity market transactions and will bear relevant policy costs fairly.

Projects that are completed or have substantively begun construction by June 30, 2026, within the constrained transmission areas will be exempt from high reliability power supply fees. Furthermore, for computing integration projects completed in the constrained transmission areas of Ganzi, Aba, Liangshan, and Panzhihua, once operational and in line with the provincial new energy development plan and grid planning, local governments will support project operators with an additional new energy quota of twice the direct supply scale.

The original document is titled “Notice on Issuing ‘Implementation Opinions on Supporting the Acceleration of Integrated Power Computing Development'” (Chuan Fa Gai Neng [2025] No. 186). It aims to implement national industrial guidance policies and the work arrangements of the provincial government, further leveraging the province’s clean energy resource advantages to guide the coordinated development of computing power and green electricity projects.

The overall strategy is to establish a green electricity computing supply system through innovative local integration of wind, solar, and other new energies, adhering to national policy requirements. A number of data centers focused on intelligent computing, while also considering traditional computing and storage disaster recovery, will be established at a high standard. Network bandwidth will be appropriately over-provisioned to continuously enhance the efficient carrying capacity of the network.

In the context of Sichuan’s clean energy computing cluster, the proportion of clean energy computing centers in the provincial data center landscape will significantly increase, with the average power usage effectiveness (PUE) dropping below 1.25. Efforts will also be made to reduce network latency to major national hubs.

Key tasks include enhancing construction standards for computing facilities, promoting energy-efficient data centers, and developing green data centers that meet national standards. The province will support the construction of computing centers that utilize renewable energy, focusing on high performance and efficiency.

In summary, Sichuan is positioning itself as a leading region for integrated power computing and green energy initiatives, aiming for significant advancements by 2027 through a structured approach that incorporates various strategies and guidelines.
