
Shenzhen: Notice for the Collection of Energy-Saving and Carbon Reduction Technologies and Equipment in the National Industrial and Information Sector for 2025
On May 6, the Shenzhen Municipal Bureau of Industry and Information Technology issued a notice regarding the call for energy-saving and carbon reduction technology and equipment for 2025. The scope of collection includes energy-saving and carbon reduction technologies in key industries, low-carbon transformation technologies, industrial carbon reduction technologies, digital green collaborative transformation technologies, and efficient energy-saving equipment.

The Municipal Bureau of Industry and Information Technology has announced the collection of energy-saving and carbon reduction technologies and equipment for the national industrial and information sector for 2025. The aim is to accelerate the promotion of advanced energy-saving and carbon reduction technologies and enhance the technological transformation and large-scale equipment updates in key industries. This is in accordance with the “Notice from the Office of the Ministry of Industry and Information Technology on Organizing the Recommendation of Energy-Saving and Carbon Reduction Technologies and Equipment for 2025” (Document No. [2025] 150).
Collection Scope:
- Energy-Saving and Carbon Reduction Technologies in Key Industries: This includes innovative processes and optimization technologies in industries like steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, textiles, and electronics, such as short-process manufacturing. It also covers energy-saving and efficiency-enhancing technologies in data centers, communication bases, and communication rooms, such as synergistic applications of computing power and energy, efficient cooling, and green intelligent computing system solutions.
- Low-Carbon Transformation Technologies: This includes clean and low-carbon hydrogen production and applications, efficient energy storage, and industrial green microgrid technologies for renewable energy consumption. It also encompasses efficient utilization of waste heat and pressure, system energy cascading utilization, and multi-energy complementary technologies.
- Industrial Carbon Reduction Technologies: This includes low-carbon raw material and fuel substitutions, reductions in carbon emissions throughout the product lifecycle, carbon capture and high-value conversion, carbon emission accounting and monitoring, and non-CO2 greenhouse gas reduction technologies.
- Digital Green Collaborative Transformation Technologies: This comprises digital energy and carbon management technologies that integrate big data, artificial intelligence, industrial internet, and 5G technologies to achieve information collection, intelligent analysis, meticulous management, and system optimization of energy consumption and carbon emissions.
- Efficient Energy-Saving Equipment: Industrial mass-produced equipment should have energy efficiency indicators that meet or exceed national standards, including electric motors, transformers, industrial boilers, fans, volumetric air compressors, industrial refrigeration equipment, and heat pumps.
Application Requirements:
- The applicant must be registered in Shenzhen and possess independent legal status. The entity should have no legal violations in the past three years and should not be listed in the abnormal business operations or serious violation of trust list.
- The applicant must possess the intellectual property rights or proprietary technology rights for the technology and equipment being applied for or have obtained full usage authorization from the rights holder. Intellectual property must be clear and free from disputes or national secrets.
- The applied technology and equipment must comply with national standards in quality, safety, energy consumption, and environmental protection.
- The technology and equipment must have mature application cases and should have been operating stably for over a year.
Application Procedure:
Applicants should prepare the application documents for energy-saving and carbon reduction technologies and equipment based on the application categories (Attachments 1 and 2). The application materials (three printed copies, with a directory and cover, bound on the left side in A4 format, stamped with the company’s official seal) must be submitted by mail to Room 3116, C District, Shenzhen Citizen Center, before the end of the workday on May 19 (Monday). Additionally, the electronic materials should include stamped scanned copies and editable versions stored on a USB drive, and they must be submitted through the Industrial Energy Conservation and Green Development Management Platform at green.miit.gov.cn.
