Gansu Dingxi City Suspends Distributed Photovoltaic Grid Access in Two Counties
On May 14, the Dingxi Development and Reform Commission in Gansu Province released the assessment results for the distributed photovoltaic capacity in the second quarter of 2025. The assessment indicated that the capacity levels for Tongwei County and Min County have reached a red status. As a result, access for distributed photovoltaic systems has been suspended until effective improvements are made to the power grid’s capacity.

On May 15, the Tianjin Municipal Bureau of Industry and Information Technology, along with other departments, issued the Implementation Guidelines for Demand Side Management in Tianjin (Tianjin Industry and Information Technology Regulation [2025] No. 1). The document encourages grid enterprises and power demand management service providers to establish a resource-sharing platform. This includes implementing comprehensive energy-saving measures, renewable energy green power certificate trading, and carbon trading, to meet the diverse energy needs of power users, thereby enhancing energy efficiency and reducing carbon emissions. Industrial power users, large commercial complexes, hotels, and public buildings are encouraged to actively participate in the construction of virtual power plants and engage in demand response and ancillary services in the electricity market.

Yunnan Zhaotong: Completion of 2.62 GW New Energy Project Bidding

The document notes that according to power settlement data, Zhuji is fulfilling its subsidy policy for distributed photovoltaic power generation. Due to changes in account information for some farmers, 12 accounts were identified as needing reissuance, consisting of 4 non-natural persons and 8 natural persons, with a total of 76,628 yuan to be reissued in subsidies.

On May 13, Jiangmen City’s Xinhui District Housing and Urban-Rural Development Bureau issued a notice regarding the Guidelines for the Construction of Distributed Photovoltaic Power Generation Projects. The guidelines stipulate that the aesthetic control requirements for “photovoltaic + building” rural housing construction projects must comply with the Jiangmen “Photovoltaic + Building” Aesthetic Control Guidelines and Collection (First Edition). Site selection for “photovoltaic + building” projects should adhere to land spatial planning, and the buildings utilized must be legal and compliant. Furthermore, construction should follow classification control principles, ensuring that photovoltaic component coverage does not exceed the outline of the building’s main structure, with a minimum distance of 1 meter from the street-facing side in urban built-up areas.

Chongqing: Minimum Self-Consumption Proportions Set
The Chongqing Energy Bureau has issued a revised draft of the Implementation Guidelines for the Development and Construction Management of Distributed Photovoltaic Power Generation. The announcement states that projects within the main urban area of 22 districts must have an annual self-consumption ratio of at least 20%, while other districts must meet a minimum of 40%. Any special circumstances will require confirmation by the municipal energy authority in conjunction with the grid enterprise.

Xi’an, Shaanxi: Strong Support for Perovskite Development
On May 15, the Xi’an Municipal Government Office released a notice regarding the Implementation Plan for Supporting the Improvement of the Photovoltaic Industry Chain in Xi’an (2025-2027). Guangdong Boluo County’s New Policy on “Photovoltaic + Building”
On May 13, the Boluo County Government in Huizhou, Guangdong Province, released the Implementation Plan for the “Photovoltaic + Building” Application Pilot. The plan aims to establish a development model driven by government guidance and market operation by the end of 2025. It outlines that all new parks should achieve full coverage of distributed photovoltaic systems, with new public institution rooftops requiring at least 50% coverage. Additionally, the goal is to complete over 1,000 rural houses with demonstrable benefits and achieve an annual new installed capacity of no less than 70,000 kW. By 2026, the aim is to ensure that all qualifying buildings are equipped with photovoltaic installations, targeting an annual new installed capacity of at least 80,000 kW.

Shanxi Shuozhou: Key New Energy Projects Announced
On May 11, the Shuozhou Municipal Government released a notice regarding the List of Key Municipal Engineering Projects for 2025, which includes 2.47 GW of new energy projects—703 MW of wind power, 1,070 MW of photovoltaic power, and 700 MW of energy storage.
