On April 21, it was announced during a press conference focused on intellectual property that Qinghai has established China’s first pilot line for recycling solar photovoltaic (PV) modules, which is backed by independent intellectual property rights and boasts a high recovery rate. This facility also led to the recognition of two products, potassium chloride and lithium carbonate, as part of the nation’s first batch of patent-intensive products.
Hou Chaojie, a member of the Party Leadership Group and Deputy Director of Qinghai’s Market Supervision Administration, highlighted that in 2024, the province will strengthen its intellectual property service industry with the launch of a patent navigation service base for the salt lake chemical and photovoltaic industries. This initiative aims to create a comprehensive global patent big data platform, aggregating over 160,000 patent records, to support more than 60 related enterprises.
Qinghai is also committed to exploring its unique high-altitude resources, promoting green organic agricultural and livestock products. Notably, the “Chaidamu Goji Berries” and “Tibetan Carpets” have successfully been included in the first batch of national geographical indication protection project implementation lists, ranking among 44 nationwide projects.
In 2024, Qinghai will focus on enhancing its reserves of high-value invention patents and cultivating geographical indication trademarks in key sectors. The province anticipates an increase of 5,134 patent grants and 7,056 registered trademarks within the year, reflecting year-on-year growth of 28.2% and 35.7%, respectively. The cumulative total of granted patents will reach 39,200, while valid trademark registrations will amount to 82,700, resulting in a per capita high-value invention patent ownership of 1.77, meeting the province’s “14th Five-Year Plan” targets ahead of schedule.
Further encouraging patent utilization, the province recorded 975 patent transfers, marking a 52.6% increase, while the number of patent licenses reached 180, dramatically increasing to 90 times compared to the previous year. The total value of technology contracts amounted to 151 million yuan, showcasing a growth of 79.1%, thereby continuously activating the patent market’s value.
Additionally, Qinghai has established 50 patent administrative adjudication service windows, achieving full coverage in cities and prefectures to provide convenient, efficient, and cost-effective legal channels for businesses. Xining, the provincial capital, has been designated as a national pilot city for standardized public services in intellectual property.
The province has also launched its first intellectual property college and successfully completed all tasks associated with the national patent agent qualification examination (Xining test site). By integrating service resources, the province has added intellectual property functionalities to its electronic registration platform for business entities and is conducting public service activities across cities and prefectures to bridge the final gap in services for technological innovation and industrial development.
