Jiangsu: Promoting New Energy and New Power Grid Infrastructure – National Energy Administration

Context: On April 15, 2025, the National Energy Administration of Jiangsu released a document titled “Guiding Opinions on Further Enhancing the Security and Capability of the New Energy and New Power Grid Main Body.” This document outlines the necessary measures to improve the security of the power grid and the integration of new energy sources. It highlights the need for strict emergency control and regulation for 110kV and above wind power generation facilities, as well as for 10(6)kV and above substations.

Additionally, the document emphasizes the importance of ensuring that these facilities meet relevant electrical compatibility requirements and frequency stability criteria. For wind power generation sites at 110kV and above, and 35kV and below, it mandates the implementation of Automatic Generation Control (AGC) and Automatic Voltage Control (AVC) functionalities.
