Overview of Restricted Areas for Distributed Photovoltaic Power Grids in 2025

As of now, various regions across the country have released assessments regarding the capacity for integrating distributed photovoltaic systems into the power grid, providing essential references for the development of solar projects. For instance, in Liaoning Province, a recent assessment for the second quarter of 2025 indicates a continued decrease in the number of “red zones,” with only Chaoyang City’s Chaoyang County and Tieling City’s Xifeng County remaining classified as such. Several areas that were previously in the red zone have transitioned to green or yellow zones, indicating a significant improvement in grid capacity.

In some substations in Juancheng County, the capacity for new grid connections has been reduced to zero due to new interconnection applications, resulting in these areas being categorized as red zones, thereby halting any new distributed photovoltaic projects from connecting to the grid. Other cities, such as Longnan and Lanzhou, have also published their second-quarter assessments for 2025, clarifying that priority will be given to the development of green zones. Yellow zones will require specialized analysis before allowing connections, while red zones will remain closed to new connections.

The assessment results not only reflect the capacity of local grids to accept distributed photovoltaic systems but also provide a scientific basis for the rational layout and orderly construction of solar projects.
