New Standards for Electric Vehicle Charging in Guangzhou to Take Effect on May 8

Starting from May 8, new regulations concerning electric vehicle charging in Guangzhou will come into effect. The recently published local standard, titled “Integrity Measurement Management Standards Part 8: Electric Vehicle Charging Stations” (DB44101/T 111.8—2025), aims to ensure fair transactions between both parties involved in charging, regulate market order, and enhance service quality.

As of the end of 2024, Guangzhou has established a total of 198,600 public and private charging piles, capable of providing charging services for over 1.33 million electric vehicles daily. For example, from January to July 2024, the city’s electric vehicle charging volume reached 1.5 billion kWh, reflecting a 26.51% increase compared to the same period in 2023. These figures underscore the vibrant and expansive potential of Guangzhou’s charging station industry.

The rapid expansion of charging stations and the accelerated iteration of charging technologies necessitate the introduction of forward-looking and adaptable measurement management standards for the charging pile industry, providing more effective regulations and guidance. In this context, the Guangzhou Market Supervision Administration proposed and formulated the aforementioned standards.

The standards highlight that the measurement display content of charging station equipment must include at least the following information: charging energy, unit price, payment amount, and charging time, ensuring consumers have a clear understanding of all costs involved during the charging process. When charging fees vary by time period, the start and end times of each interval must be clearly defined to provide reliable data support for integrity measurement. Additionally, the measurement module should not connect to any devices unrelated to measurement, eliminating the risk of cheating from a technical perspective. Charging stations are required to be equipped with specialized energy calibration devices for measurement inspection, with regular checks on charging equipment. Operators must monitor energy consumption to ensure that the total energy output does not exceed the total energy input, thereby providing effective management methods for integrity measurement.

The introduction of these standards effectively fills the current gap in the licensing system for the production of electric vehicle charging facilities, ensuring fairness in transactions between both parties involved in charging. This further strengthens and perfects Guangzhou’s integrity measurement standard system, which not only enhances consumer satisfaction but also promotes a more regulated and orderly development of the charging industry.
