The “Two New” Policy Continues to Show Positive Results

As of May 2, 2025, a report highlights the ongoing effectiveness of the “Two New” policy, which focuses on the large-scale renewal of key equipment and the replacement of outdated resources. This policy has led to a 19% increase in the procurement of national construction machinery and a 4.6% increase in the total consumption of energy-efficient products. The goal is to continuously support resource conservation, stabilize supply chains, and promote sustainable development.

The National Development and Reform Commission has stated that, since the beginning of the year, various regions have made significant strides in utilizing funds effectively, especially in the context of “Two New” policy support. The procurement of construction machinery has increased notably, demonstrating a commitment to energy efficiency and resource utilization.

Regarding energy efficiency, the “Two New” policy has resulted in substantial growth across various sectors. For instance, the transportation sector has seen significant improvements, with notable increases in electric vehicles, home appliances, and mobile devices. Specifically, the growth rates for these categories are 26.9%, 19.3%, and 18.1% respectively, reflecting a robust response to the policy’s initiatives.

In terms of energy efficiency, the procurement of machinery has seen a 19% increase. Furthermore, there has been a marked acceleration in growth, with the first two months of the year seeing an increase of approximately 14.8 percentage points compared to last year. This is indicative of the strong momentum generated by the “Two New” initiative.

The National Development and Reform Commission’s latest data indicates that the policy has been effective in promoting energy-efficient products, with improvements across various sectors, including manufacturing and construction. There has been a notable shift towards sustainable practices, as the policy continues to evolve.

Future plans under the “Two New” policy aim to support large-scale equipment upgrades and enhance resource utilization, particularly in the areas of clean energy, water conservation, and waste management. The target is to achieve over 80% funding support for these projects.

In summary, the “Two New” policy is proving to be a powerful tool for enhancing energy efficiency and promoting sustainable development throughout the national economy. As we move forward, ongoing evaluations and adjustments will ensure the continued success of this initiative.
