New National Standards for Electric Vehicle Power Batteries to Be Implemented in July 2026

The new mandatory national standard for power batteries used in electric vehicles, titled Safety Requirements for Power Batteries in Electric Vehicles (GB38031—2025), has been released by the Ministry of Industry and Information Technology. This standard will come into effect on July 1, 2026.

The updated standard primarily revises the technical requirements for thermal diffusion testing. The previous requirement for a thermal event warning signal to be provided five minutes before a fire or explosion has been changed to stipulate that the battery should neither catch fire nor explode (though it must still provide an alarm), and that smoke should not harm passengers. Additionally, the standard further clarifies the temperature requirements of the battery under test, power on/off conditions, observation time, and testing conditions for the complete vehicle.

Moreover, the new standard introduces a bottom impact test to evaluate the protective capabilities of the battery when subjected to impacts from below. It also includes a safety test after fast charging cycles, requiring external short-circuit testing after 300 fast charge cycles, with the expectation that there will be no fire or explosion.
