New Energy Storage Policy in Anhui: Mandatory 50% Shared Energy Storage Project Leasing

On May 8, the Anhui Provincial Department of Industry and Information Technology, the Anhui Provincial Development and Reform Commission, the Anhui Provincial Energy Bureau, and the State Grid Anhui Electric Power Company jointly released the Implementation Plan for the Promotion of New Energy Storage in Anhui Province. This plan sets clear goals for energy storage development in the province: by 2025, the cumulative installed capacity of new energy storage in Anhui is expected to reach no less than 3 million kilowatts; and by 2027, this figure should increase to at least 4.5 million kilowatts, with a target of achieving 5 million kilowatts.

The plan emphasizes user-side energy storage, particularly for high-energy-consuming enterprises, data centers, 5G base stations, industrial parks, and highway service areas. It aims to promote the development of user-side energy storage projects while exploring various new application scenarios and business models, such as microgrids and virtual power plants.

Key areas of focus include the integration of source, grid, load, and storage, intelligent microgrids, virtual power plants, low-carbon parks, the integration of solar energy with storage and charging, and vehicle-grid interaction. The plan aims to establish a series of innovative application scenarios that are technologically advanced, have strong application prospects, are highly replicable, and can strongly drive the industry.

Every year, a selection of outstanding innovative application scenarios at the provincial level will receive one-time rewards and will be prioritized for national recommendations. Additional policy incentives will be provided to entities included in national-level demonstration projects or recognized as exemplary cases.

The plan also outlines support for new energy storage entities to participate in long-term electricity markets, guiding new energy storage systems to secure basic revenue through these markets. Furthermore, it aims to expand the categories of auxiliary service markets for new energy storage. Shared energy storage projects are required to implement capacity leasing agreements with a minimum ratio of 50%. Exemptions apply to energy storage projects recommended individually by local municipalities for inclusion in the annual implementation project list.
