Starting September 1, new policies for electric vehicles (EVs) will be implemented, which will involve strict checks on three major standards. Additionally, two types of vehicles will be phased out. Let’s take a closer look at these changes.
In 2025, one of the most significant changes in the electric vehicle industry will be the enforcement of the newly revised Electric Bicycle Safety Technical Specifications, commonly known as the new national standard for electric bicycles. This standard will come into effect three months from now, and it will focus on rigorous inspections based on three key criteria, while also prohibiting the sale of two specific vehicle types.
Starting from September 1, the new national standard for electric vehicles will be officially enforced. The production of vehicles that do not meet the previous standards will no longer be allowed. To ensure comprehensive compliance, strict inspections will be carried out, particularly on the following three standards:
- Speed Limits: The new standard specifies a maximum speed limit of 25 km/h for electric vehicles. Furthermore, it mandates that electric motors automatically cut off power if the vehicle exceeds this limit, which differs significantly from the old standard. This enhancement aims to ensure the safety of electric vehicle users, and any violations regarding speed limits will be closely monitored. Owners are advised not to modify their vehicles to increase speed or change motors or controllers.
- Weight Regulations: The new standard also sets explicit requirements on vehicle weight. This includes both the weight of plastic components and the total weight of the electric vehicle. Plastic parts must not exceed 5.5% of the total weight, meaning these components should weigh no more than 3.5 kg. Consequently, luxury models may see their plastic decorative panels eliminated or replaced with magnesium alloy frames, potentially increasing the overall cost of electric vehicles. Meanwhile, the weight limit for lead-acid battery vehicles has been raised to 63 kg, allowing for larger battery capacities and extended range. However, lithium battery vehicles will still adhere to a 55 kg weight limit.
- Anti-Tampering Measures: The new standards mandate enhanced anti-tampering measures for electric vehicles. This includes embedding tamper-proof tags in the motor, battery, and controller, which must be linked to the vehicle’s VIN and owner information for comprehensive tracking. From September 1, any form of modification to electric vehicles will be prohibited, and law enforcement will actively inspect modified vehicles, imposing fines for violations.
In addition to strict inspections, the sale of two types of electric vehicles will be banned three months after the new standards take effect:
- Vehicles Without Valid Mandatory Certification: When registering an electric vehicle, owners must provide relevant documentation, including a vehicle compliance certificate, mandatory certification, purchase invoice, and owner’s ID. It is crucial that the mandatory certification is valid. Only vehicles that have undergone the certification process can be produced and sold. Therefore, any vehicle lacking valid certification will be prohibited from sale.
- Vehicles Following Old Standards: Following the implementation of the new standards, vehicles adhering to the old standards will also be banned from sale. A three-month transition period has been granted, with sales of old-standard vehicles ceasing on December 1. Any violations will result in the inability to register the vehicle and potential penalties.
In summary, starting September 1, the revised national standards for electric vehicles will come into effect. Following this implementation, law enforcement will intensify inspections for any non-compliant vehicles, focusing particularly on speed limits, vehicle weight, and anti-tampering technologies. The sale of two types of vehicles—those without valid mandatory certification and those adhering to the old standards—will also be prohibited.
