The National Energy Administration convened a meeting on April 24, 2025, to initiate and deploy comprehensive regulatory measures in the electricity sector. This meeting aims to deeply implement the spirit of the Third Plenary Session of the 20th Central Committee, strictly adhere to the decisions made by the Central Committee and the State Council regarding the acceleration of the construction of a unified national market and the strengthening of regulation in natural monopoly sectors. The focus is on addressing prominent issues in the electricity sector and resolving the urgent concerns of the public regarding electricity consumption.

Wang Hongzhi, the Secretary of the Party Leadership Group and Administrator of the National Energy Administration, attended the meeting and delivered a speech, while Song Hongkun, a member of the Party Leadership Group and Deputy Administrator, presided over the session.

The meeting emphasized that this year, the National Energy Administration will implement comprehensive regulation in six provinces: Shanxi, Liaoning, Jiangsu, Jiangxi, Guizhou, and Qinghai. This initiative is deemed an important measure to implement the Central Committee's decisions, safeguard the construction of a unified national electricity market, maintain market order, and enhance the regulation of natural monopolies while standardizing enterprise operations. It is also a necessity for upholding the people's interests and improving their well-being, significantly contributing to the assurance of economic and social development and the energy needs of citizens.

Moreover, the meeting highlighted that the comprehensive regulation will concentrate on critical issues of concern to the central government, the industry, and the public. It will cover areas such as energy security, green and low-carbon transformation, reform and innovation in the electricity sector, and ensuring public satisfaction with electricity services. The goal is to thoroughly identify risks and hazards that hinder energy and electricity development in various regions and to propose targeted and actionable regulatory suggestions that promote high-quality development in the energy and electricity sectors.

All relevant units are required to enhance their political awareness, maintain strict and disciplined work styles, and strengthen responsibility implementation. Electric companies should view this comprehensive regulation as an opportunity for self-improvement, proactively identify issues, and undertake comprehensive rectification to ensure that national energy policies are implemented effectively. Relevant energy authorities and dispatched agencies must fulfill their local responsibilities and actively coordinate their efforts. Each on-site regulatory working group is expected to strictly adhere to the Central Committee's Eight Regulations and the relevant implementation rules, effectively carrying out the regulations concerning administrative inspections related to enterprises, enhancing their sense of responsibility, fostering a legal mindset, and reinforcing disciplinary constraints. They should thoroughly investigate underlying issues, analyze their root causes, and propose effective governance measures, ensuring that the comprehensive regulatory work achieves tangible results.

During the meeting, representatives from the State Grid Corporation, Guizhou Power Grid Co., Jiangsu Provincial Energy Bureau, and the Central China Regulatory Bureau of the National Energy Administration made speeches. Officials from the discipline inspection and supervision group were also invited to attend the meeting.

Participants included the Chief Regulatory Director of the National Energy Administration, Huang Xuefeng, along with officials from relevant departments and institutions, energy authorities from six provinces, and representatives from pertinent electric companies, gathered at the main venue, while additional representatives from local power grid companies, electricity trading institutions, and power generation companies joined via sub-venues.
