Efficient Energy Storage and Industrial Green Microgrids! The Ministry of Industry and Information Technology (MIIT) has announced the initiation of the 2025 national recommendations for energy-saving and carbon-reduction technologies and equipment in the industrial and information sectors. The scope of recommendations encompasses five major areas, including low-carbon energy transformation technologies such as clean low-carbon hydrogen production and application, efficient energy storage, and industrial green microgrids, as well as technologies for renewable energy consumption. Additional recommended technologies include efficient utilization of waste heat and pressure, systematic energy cascading, and multiple energy complementary technologies.

To the industrial and information departments of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, as well as the provincial communication management bureaus, relevant industry associations, and central enterprises:

To accelerate the promotion of advanced energy-saving and carbon-reduction technologies, strengthen the technological transformation and upgrading of key industries, and facilitate large-scale equipment renewal, we are organizing the 2025 recommendations for energy-saving and carbon-reduction technologies and equipment in the industrial and information sectors. The details are as follows:

1. Scope of Recommendations

The recommendations will focus on technologies and equipment that support achieving carbon peak and carbon neutrality goals, prioritizing those with significant energy-saving and carbon-reduction effects, mature and reliable technology, economic benefits, and promotion potential. The specific categories include:

  1. Energy-Saving and Carbon-Reduction Technologies in Key Industries: This includes technological innovations and process optimizations in sectors such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, textiles, and electronics. It also covers energy-saving and efficiency improvement technologies in data centers, communication base stations, and communication rooms, such as computing power and energy coordinated applications, efficient cooling, and green intelligent computing system solutions.
  2. Low-Carbon Energy Transformation Technologies: This involves clean low-carbon hydrogen production and applications, efficient energy storage, industrial green microgrids, and other renewable energy consumption technologies. It also includes efficient utilization of waste heat and pressure, systematic energy cascading, and electric energy substitution technologies.
  3. Industrial Carbon Reduction Technologies: This encompasses low-carbon raw material and fuel substitution, reduction of carbon emissions over the entire lifecycle of products, carbon capture and high-value conversion, carbon emission accounting and monitoring, and reduction and substitution of non-CO2 greenhouse gases.
  4. Digital and Green Collaborative Transformation Technologies: These include digital energy and carbon management that deeply integrates big data, artificial intelligence, industrial internet, and 5G technologies to achieve energy consumption and carbon emission data collection, intelligent analysis, precise management, and system optimization.
  5. Efficient Energy-Saving Equipment: This includes industrial mass-produced equipment meeting or exceeding the first-level energy efficiency standards set by national standards, such as motors, transformers, industrial boilers, fans, volumetric air compressors, industrial refrigeration equipment, and heat pumps.

2. Recommendation Requirements

  1. The applicant must be a registered entity within the People’s Republic of China, possessing independent legal status, with no legal violations in the past three years, and should not be listed in the abnormal business operations or severe violations of trust lists.
  2. The applicant should hold the intellectual property rights or proprietary technology rights for the technology or equipment being submitted or have obtained sufficient authorization from the rights holder. Intellectual property should be clear, with no disputes or state secrets involved.
  3. The submitted technology or equipment must comply with national standards and requirements related to quality, safety, energy consumption, and environmental protection.
  4. The submitted technology or equipment must have mature application cases, demonstrating stable operation for more than one year.

3. Recommendation Process

Each provincial, autonomous region, and municipal industrial and information department, along with the communication management bureaus, is tasked with organizing relevant local units to submit applications, categorizing the energy-saving and carbon-reduction technology equipment application forms. After reviewing the submitted materials, the best candidates will be recommended. All recommendations should be submitted by May 30, 2025, along with the application materials (two printed copies) to the MIIT (Department of Energy Conservation and Comprehensive Utilization). Electronic versions of the materials should be uploaded to the Industrial Energy Conservation and Green Development Management Platform. Relevant national industry associations and central enterprises are encouraged to follow the aforementioned procedures to organize recommendations within their sectors or groups.
