Ministry of Industry Launches 2025 Recommendations for Energy-Saving and Carbon Reduction Technologies in Industrial Sector

Efficient Energy Storage and Industrial Green Microgrids! On April 28, the Ministry of Industry and Information Technology (MIIT) announced the initiation of the 2025 National Industrial and Information Technology Energy Conservation and Carbon Reduction Technology Equipment Recommendation. This initiative encompasses five key areas, including low-carbon energy transition technologies such as clean low-carbon hydrogen production and application, efficient energy storage, and industrial green microgrid technologies for renewable energy integration.

Other areas of focus include efficient utilization of waste heat and pressure, systematic energy cascading, and multi-energy complementary technologies like electric energy substitution.

To the industrial and information authorities of provinces, autonomous regions, municipalities directly under the central government, and cities specifically designated in the state plan, the communication management bureaus of the provinces and autonomous regions, relevant industry associations, and central enterprises:

To accelerate the promotion of advanced energy conservation and carbon reduction technologies, enhance the technological transformation and upgrading of key industries, and facilitate large-scale equipment renewal, the MIIT is organizing the 2025 energy conservation and carbon reduction technology equipment recommendation.

Scope of Recommendation

The recommendation aims to support the achievement of carbon peak and carbon neutrality goals by selecting technologies that demonstrate significant energy conservation and carbon reduction effects, are mature and reliable, possess economic benefits and promotion potential, and enable comprehensive system energy conservation and carbon reduction or cross-industry and cross-field innovative integration. The specific categories include:

  1. Energy Conservation and Carbon Reduction Technologies in Key Industries: This includes process innovation and optimization technologies for industries such as steel, non-ferrous metals, petrochemicals, chemicals, construction materials, machinery, light industry, textiles, and electronics. It also covers energy-saving and efficiency enhancement technologies in areas like data centers, communication bases, and communication rooms, such as collaborative applications of computing power and energy, efficient cooling, efficient power supply and distribution, and green intelligent computing system solutions.
  2. Low-Carbon Energy Transition Technologies: These consist of clean low-carbon hydrogen production and application, efficient energy storage, industrial green microgrid technologies, effective utilization of waste heat and pressure, systematic energy cascading, and multi-energy complementary technologies like electric energy substitution.
  3. Industrial Carbon Reduction Technologies: This includes low-carbon raw material fuel substitution, reducing carbon emissions across the product lifecycle, carbon capture and high-value conversion, carbon emission accounting and monitoring, and reduction and substitution of non-carbon dioxide greenhouse gases.
  4. Digital and Green Collaborative Transformation Technologies: These technologies integrate big data, artificial intelligence, the industrial internet, and 5G to achieve intelligent analysis, detailed management, and system optimization of energy consumption and carbon emissions.
  5. Efficient Energy-Saving Equipment: This includes industrial mass production equipment that meets or exceeds the first-level energy efficiency standards of relevant national standards, such as motors, transformers, industrial boilers, fans, volumetric air compressors, industrial refrigeration equipment, and heat pumps.

Recommendation Requirements

  1. The applicant must be a registered legal entity within the People’s Republic of China, without any violations in the past three years, and must have a good record in quality, safety, and creditworthiness, not listed in the abnormal business operations or serious violation of trust lists.
  2. The applicant must own the intellectual property rights or proprietary technology of the submitted equipment, or have obtained sufficient authorization from the rights holder, ensuring that the intellectual property is clear and does not involve disputes or state secrets.
  3. The submitted technology equipment must comply with national standards and requirements regarding quality, safety, energy consumption, and environmental protection.
  4. The submitted technology equipment must have mature application cases and have been in stable operation for more than one year.

Recommendation Procedure

Provinces, autonomous regions, municipalities, and central enterprises should organize relevant units in their regions to apply, categorizing their submissions in the energy conservation and carbon reduction technology equipment application form. After reviewing the application materials, a selection will be made, and by May 30, 2025, the recommendation forms and physical copies of the application materials should be sent to the MIIT (Department of Energy Conservation and Comprehensive Utilization). Electronic materials should be uploaded to the “Industrial Energy Conservation and Green Development Management Platform” (https://green.miit.gov.cn).

National industry associations and central enterprises should refer to the aforementioned procedures to organize their respective recommendation work.
