
Efficient Energy Storage and Industrial Green Microgrids! On April 28, the Ministry of Industry and Information Technology (MIIT) announced the organization of a recommendation program for energy-saving and carbon-reduction technology and equipment in the industrial and information technology sectors for 2025. The scope of recommendations encompasses five major areas.
Among these, low-carbon energy transition technologies include clean low-carbon hydrogen production and applications, efficient energy storage, and industrial green microgrids as part of renewable energy integration technologies. Other technologies include efficient utilization of waste heat and pressure, systematic energy cascade utilization, and electricity substitution as multi-energy efficient complementary technologies.

To the industrial and information technology departments of provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps, as well as communication management bureaus and relevant industry associations:
In order to accelerate the promotion of advanced energy-saving and carbon-reduction technologies, strengthen technological transformation and upgrades in key industries, and facilitate large-scale equipment renewal, we are organizing the recommendation of energy-saving and carbon-reduction technology equipment for 2025. The details are as follows:
1. Scope of Recommendations
The recommendations will prioritize technologies and equipment that significantly enhance energy-saving and carbon-reduction effects, are technically mature and reliable, and possess economic benefits and potential for promotion. These technologies should achieve comprehensive system energy-saving and carbon-reduction or foster cross-industry and cross-field innovations. The specific categories include:
- Energy-saving and carbon-reduction technologies in key industries, including innovations in processes and optimization techniques in sectors such as steel, non-ferrous metals, petrochemicals, chemicals, construction materials, machinery, light industry, textiles, and electronics. This also covers energy-saving and efficiency-enhancing technologies in data centers, communication bases, and communication rooms, including collaborative applications of computing power and energy, efficient cooling, efficient power supply and distribution, and green intelligent computing system solutions.
- Low-carbon energy transition technologies, including clean low-carbon hydrogen production and applications, efficient energy storage, industrial green microgrids, and other renewable energy integration technologies; efficient utilization of waste heat and pressure, systematic energy cascade utilization, and electricity substitution among other multi-energy efficient complementary technologies.
- Industrial carbon-reduction technologies, including low-carbon raw material and fuel substitution, reductions in carbon emissions throughout the product lifecycle, carbon capture and high-value conversion, carbon emission accounting and monitoring, and reductions in non-carbon dioxide greenhouse gases.
- Digital and green collaborative transformation technologies, including digital energy and carbon management that deeply integrate big data, artificial intelligence, industrial internet, and 5G technologies to achieve information collection, intelligent analysis, precise management, and system optimization for energy consumption and carbon emissions.
- Efficient energy-saving equipment that meets or exceeds the first-level energy efficiency standards as per national regulations, including industrial production equipment such as motors, transformers, industrial boilers, fans, volumetric air compressors, industrial refrigeration equipment, and heat pumps.
2. Application Requirements
- Applicants must be registered and legally recognized entities within the People’s Republic of China, without any legal infractions in the last three years, and must not have negative records in quality, safety, or credit. They should not be listed in the enterprise operational anomaly directory or the serious violation and dishonesty list.
- Applicants must hold intellectual property rights or proprietary technology rights for the technology equipment being submitted, or possess sufficient authorization from the rights holder. The intellectual property rights should be clear and not involved in any disputes or state secrets.
- The submitted technology equipment must comply with national standards and requirements for quality, safety, energy consumption, and environmental protection.
- The submitted technology equipment should have established application cases with stable operation for over one year.
3. Recommendation Process
Provincial, autonomous region, and municipality industrial and information technology departments, as well as communication management bureaus, should organize relevant local units to submit applications, categorizing and filling out the energy-saving and carbon-reduction technology equipment application forms. After reviewing the application materials, recommended candidates should be submitted by May 30, 2025, along with the recommendation form (Attachment 1) and two hard copies of the application materials to the MIIT (Department of Energy Conservation and Comprehensive Utilization). Electronic versions should be uploaded to the “Industrial Energy Conservation and Green Development Management Platform” (https://green.miit.gov.cn). National industry associations and central enterprises should follow the aforementioned procedures to organize recommendations within their respective industries and groups.
