
Leading Companies: Sunshine Intelligent Technology, Linyang Operations, and Chint Intelligent Technology! An Analysis of Over 41GW in Photovoltaic Plant Operations and Maintenance Standards
In recent years, China’s photovoltaic (PV) installation capacity has grown rapidly, leading to an increasing demand for operations and maintenance (O&M) services as these plants age. According to statistics from Polar Star based on publicly available information, from January to April this year, O&M projects with announced winning bids have exceeded 47.2GW. Among the major state-owned enterprises, Huaneng Group, State Energy Group, and China Resources Power have all achieved GW-level bid sizes, totaling over 41GW. Huaneng Group tops the list with a scale of 11.6GW, closely followed by State Energy Group.
Out of the projects exceeding 47.2GW in the bidding, 163 companies have secured orders. Sunshine Intelligent Technology leads with an impressive 7GW, while Linyang Operations and Chint Intelligent Technology have both surpassed 4GW. A Closer Look at Bidding Results
From 2025 to the present, Huaneng Group has awarded 19 projects with a total scale exceeding 11.6GW. A total of 21 companies, including Sunshine Intelligent Technology and Chint Intelligent Technology, have shared these projects. Sunshine Intelligent Technology alone secured contracts worth over 2.8GW, while Chint Intelligent Technology was awarded the O&M service project for PV plants in the Dali region, covering Dali City, Heqing County, Nanjian County, and Weishan County, with a total scale of 1.698GW.
The majority of Huaneng Group’s O&M projects are routine maintenance, totaling 11.5GW, alongside weeding and module cleaning projects for plants exceeding 300MW. Most of the awarded projects are ground-mounted plants, totaling 10GW, with distributed projects exceeding 800MW. Geographically, Huaneng Group’s projects are primarily located in 10 provinces, including Anhui, Hebei, Hunan, Jiangsu, Liaoning, Inner Mongolia, Shaanxi, Xinjiang, Yunnan, and Zhejiang, with Yunnan being the main battlefield, accounting for 71% of the projects.
State Energy Group has recently awarded a total of 15 projects with a scale of approximately 9.6GW. The winning companies include Yunying Intelligent Technology, Gansu Rui Rong Engineering, Chint Intelligent Technology, Shenyang Xianghe Power, and Xi’an Xianlin, among others. The combined scale of the wins among these five companies is 7.7GW. The main focus for State Energy Group’s O&M types is routine maintenance and cleaning services, with routine maintenance constituting 89.6% of their total awarded projects, and cleaning services reaching 1GW. Most of these projects are also ground-mounted, totaling 8GW, with distributed systems accounting for 1.6GW. The distribution of these projects spans 13 provinces, including Fujian, Inner Mongolia, Xinjiang, Hainan, Zhejiang, Liaoning, Shaanxi, Jiangxi, Yunnan, Anhui, Shanxi, Gansu, and Guangdong, with Fujian, Inner Mongolia, and Xinjiang being key areas.
China Resources Power has had five awarded projects this year, accumulating a total scale of 5.07GW. Four companies, including Pinzhi Power, Linyang Photovoltaics O&M, Runjian Co., and Sunshine Intelligent Technology, have secured contracts. Notably, Linyang Photovoltaics O&M won a significant project for the heavy-energy Xinjiang Tianshan North New Energy Base for O&M technical services from 2025 to 2027, with a scale of 4.65GW. Most of these projects focus on routine maintenance, such as equipment upkeep and emergency repairs, and are entirely ground-mounted. Sunshine Intelligent Technology obtained 1.34GW, while Weigrees Power, Chint Intelligent Technology, Yizhilong Clean Energy, and Huainan Power Maintenance also secured contracts in the hundreds of megawatts. Similar to State Energy Group, China Power Investment primarily focuses on routine maintenance and cleaning services, with scales of 2.65GW and 1.29GW, respectively. Their projects are mainly ground-mounted, totaling 3.88GW, and are primarily located in 18 provinces, including Guangxi, Anhui, Gansu, Henan, Hubei, Jilin, Liaoning, Ningxia, Shandong, Shaanxi, Chongqing, Beijing, Guangdong, Hainan, Hunan, Jiangsu, Inner Mongolia, and Tianjin, with Guangxi accounting for 41%.
China Huadian Corporation has recently awarded 10 projects with a total scale exceeding 2.6GW. The winning companies include Huadong Electric, Linyang Photovoltaics O&M, Feipu Electric, Sunshine Intelligent Technology, Tongxin Power, Sumec, and Shaanxi Yirun New Energy. Notably, Shaanxi Yirun New Energy secured a 1GW maintenance service for the Haijing PV plant in 2025, while Sumec won three O&M projects for Huadian Group exceeding 400MW. Routine maintenance is the primary service mode for Huadian Group, and all awarded projects are ground-mounted. The distribution of these projects spans eight provinces, including Guizhou, Hebei, Qinghai, Shandong, Shanxi, Tianjin, Xinjiang, and Zhejiang, with Tianjin representing 38%.
China National Nuclear Corporation has awarded 16 projects from January to April, with a scale exceeding 2.595GW. The winning companies include Yude New Energy, Haier Photovoltaics, and Sunshine New Energy. Notably, on January 22 of this year, Sunshine New Energy secured a bid for the Huizhi (Beijing) Energy residential distributed PV plant O&M service, covering Guangxi, Henan, Guangdong, Jiangsu, Hunan, and Yunnan, with a scale of 1.36GW; Haier Photovoltaics received an order for 670MW. Routine maintenance and cleaning services also comprise the emphasis of this group, with most awarded projects being distributed PV projects totaling 2.3GW. The projects are located in 12 provinces, including Gansu, Inner Mongolia, Shandong, Guangxi, Henan, Guangdong, Jiangsu, Hunan, Yunnan, Fujian, Hubei, and Chongqing.
Three Gorges Corporation has awarded 10 projects from January to April, totaling over 2.412GW. The winning companies are Sunshine Intelligent Technology, Jingdian Energy, Chint Intelligent Technology, Fujian Yishan Energy, and Sigmada. Sunshine Intelligent Technology secured three O&M orders from this group, totaling over 1.4GW. In addition to 2.2GW in routine maintenance services, this group also offers weeding services, with ground-mounted projects making up most of the awarded types. The distribution of these projects occurs across seven provinces: Anhui, Fujian, Guangxi, Hebei, Liaoning, Chongqing, and Xinjiang, with Anhui accounting for 48%.
Datang Group has awarded four projects from January to April, with a scale exceeding 1.54GW. Five companies, including Yu Kaizhi Intelligent Equipment, Guodu Electric, Guizhou Zhonghui Construction, Guizhou Hongyuan Construction Engineering, and Shandong Electric Inspection Engineering, have shared these contracts. Notably, weeding services have become the main service model for this group. Most awarded projects are ground-mounted, distributed across three provinces: Guizhou, Ningxia, and Tianjin, with similar scales in Guizhou and Ningxia.
Jingneng Group has awarded 17 projects from January to April, amounting to over 1.49GW. Companies such as Gansu Provincial Installation Construction Group, Xinyi Jiawei New Energy, Guangxi Yibo Environmental Engineering, Hangzhou Xiangbai Wood New Energy, Linyang Photovoltaics O&M, Sunshine Intelligent Technology, and China Electric Power Construction Corporation Jiangxi Electric Power Construction have all secured contracts. The routine maintenance service scale for the group is 1.05GW, with module cleaning and other services exceeding 400MW. The majority of awarded projects are ground-mounted, totaling 1.3GW, and are distributed across 10 provinces, including Guangdong, Anhui, Guangxi, Hebei, Jilin, Liaoning, Ningxia, Shandong, Sichuan, and Zhejiang, with Guangdong and Anhui accounting for 62% of the projects.
