Wind Energy Project Launched in Qian’an County, Jilin Province

On May 30, 2025, the wind energy project aimed at revitalizing rural areas in Qian’an County, Jilin Province, officially commenced operations. This initiative aligns with the national strategy outlined by the National Energy Administration, which aims to enhance energy transformation in rural regions.

In August 2024, the National Energy Administration issued a notification regarding the “Thousand Towns and Ten Thousand Villages Wind Action” program, marking a new chapter in China’s rural energy transition. The program aims to establish numerous wind power projects in suitable rural areas during the 14th Five-Year Plan period. The goal is to utilize wind energy resources efficiently through scientific planning and rational layout, thereby promoting green economic development in rural areas.

High-Efficiency Wind Power Generation from Quality Wind Resources

The Qian’an Wind Farm is situated in a region rich in wind energy resources, with an average annual wind speed of 7.58 meters per second and a wind power density of 448.86 W/m², classified as a Grade 2 wind energy zone. This project features two 5.5 MW and one 5.3 MW high-capacity wind turbines, equipped with advanced intelligent control systems that incorporate technologies such as adaptive pitch control, self-learning yaw, and wake flow coordination optimization. These features ensure the turbines operate efficiently and stably under varying wind conditions.

Additionally, the turbines are outfitted with high-precision sensors and online monitoring systems that provide real-time data on key parameters such as cabin vibration, tower status, and blade health, enabling smart maintenance and maximizing wind energy capture.

Annual Energy Production and Environmental Benefits

Upon commencement, the project is expected to generate an annual power output of approximately 56.36 million kilowatt-hours (56,363.1 MWh). This output is equivalent to saving around 17,400 tons of standard coal annually, while also reducing carbon dioxide emissions by 36,600 tons. Furthermore, it is anticipated to decrease sulfur dioxide and nitrogen oxide emissions by 5.69 tons and 8.56 tons, respectively, showcasing significant environmental benefits. This green energy project not only optimizes the local energy structure but also actively supports the national “dual carbon” goals.

The Qian’an Wind Power Project serves as a concrete example of Jilin Province’s “Thousand Towns and Ten Thousand Villages Wind Action.” Through innovative development models and profit-sharing mechanisms, it effectively integrates wind power development with rural revitalization, broadening income channels for local communities and farmers, and injecting strong momentum into rural revitalization efforts.
