
On April 29, Jiangsu Province’s Development and Reform Commission, in partnership with the Jiangsu Energy Regulatory Office, officially released new implementation guidelines for the management of distributed photovoltaic (PV) power generation. The document outlines several key points:
- No requirements on the proportion of self-consumed electricity for industrial and commercial distributed generation. For typical industrial and commercial distributed generation operating under a self-consumption model, there are currently no requirements for the percentage of electricity that must be self-consumed.
- Full grid access for certain projects. Large-scale industrial and commercial projects can connect to the grid and operate under the same regulations as centralized PV power stations. This allows them to send all generated electricity to the grid.
- Office buildings can be registered as non-natural person accounts. If constructed in office spaces that are collectively owned by villages or serve public purposes, these projects can also be registered as non-natural person PV installations.
- Integration of transportation and PV. Projects utilizing roadside slopes of highways, noise barriers on elevated roads, and roads within industrial parks or rural areas can be registered as either industrial and commercial distributed PV or centralized PV installations. The electricity generated from these centralized PV projects is expected to enter the power market in its entirety.
- Existing projects will undergo necessary upgrades. For distributed PV projects that were approved before January 23, 2025, and are set to be operational by May 1, 2025 (including those that apply for changes post-release), they will continue to follow the previous policies. Grid companies are obligated to perform necessary upgrades and should complete these modifications by the end of 2025 for projects that have submitted change requests by May 1, 2025.
This new policy aims to foster the development of distributed photovoltaic energy in Jiangsu, encouraging broader participation in renewable energy generation.
