
Efficient Energy Storage / Industrial Green Microgrid! Inner Mongolia is soliciting energy-saving and carbon-reduction technologies and equipment for the industrial and information technology sectors for 2025.
On May 7, the Inner Mongolia Autonomous Region Department of Industry and Information Technology announced a notice calling for advanced energy-saving and carbon-reduction technologies and equipment, which includes efficient energy storage and industrial green microgrid technologies aimed at renewable energy consumption. Notice on Soliciting Energy-Saving and Carbon-Reduction Technologies and Equipment for the Industrial and Information Technology Sectors in 2025
To the Industrial and Information Technology Bureaus of all leagues and cities, relevant research institutions, industry associations, and enterprises:
In order to expedite the promotion of advanced energy-saving and carbon-reduction technologies, enhance the technological transformation and upgrading of key sectors, and encourage enterprises to adopt innovative green and low-carbon processes, technologies, and equipment, we aim to fully improve the green development level of the industry. This initiative supports the achievement of the “14th Five-Year Plan” energy consumption control and carbon peak and neutrality targets, thus facilitating new industrialization. We hereby decide to publicly and widely solicit advanced energy-saving and carbon-reduction technologies and equipment in the industrial and information technology sectors. The details are as follows:
1. Scope of Solicitation
Guided by the goal of achieving carbon peak and neutrality, we recommend technologies and equipment that significantly reduce energy consumption and carbon emissions, are technically mature and reliable, have economic benefits, and possess promotion potential. The specific categories include:
- Energy-saving and carbon-reduction technologies in key industries: This includes process innovations and optimization technologies such as short-flow manufacturing in industries like steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, textiles, and electronics. Energy-saving and efficiency enhancement technologies in data centers, communication bases, and communication rooms, such as collaborative applications of computing power and energy, efficient cooling, and green smart solutions.
- Low-carbon transition technologies: These include clean low-carbon hydrogen production and application, efficient energy storage, and industrial green microgrid technologies for renewable energy consumption; technologies for efficient utilization of waste heat and pressure, system energy cascading, and electric energy substitution.
- Industrial carbon reduction technologies: This encompasses the substitution of low-carbon raw materials and fuels, reduction of carbon emissions across the product lifecycle, carbon capture and high-value conversion, carbon emission accounting and monitoring, and reduction and substitution of non-CO2 greenhouse gases.
- Digital and green synergistic transformation technologies: These involve technologies that deeply integrate big data, artificial intelligence, industrial internet, and 5G for energy consumption and carbon emission information collection, intelligent analysis, precise management, and system optimization.
- Efficient energy-saving equipment: This includes industrial mass production equipment with energy efficiency indicators meeting or exceeding the national standard for grade 1 energy efficiency, such as motors, transformers, industrial boilers, fans, and air compressors.
2. Application Requirements
- The applicant must be a registered entity in the People’s Republic of China with independent legal status, having no violations in the past three years, and must not be listed in any abnormal business operation records or serious violations of trust.
- Applicants can be providers or users of energy-saving and carbon-reduction technologies and equipment, including various industrial enterprises, third-party service agencies, research institutions, and industry associations.
- Applicants must possess intellectual property rights or proprietary technology rights for the technologies and equipment they apply for or have obtained full usage authorization from the rights holder, with clear intellectual property rights and no disputes or national secrets involved.
- The applied technologies and equipment must comply with national standards and requirements for quality, safety, energy consumption, and environmental protection.
- Technologies and equipment submitted for application should already have mature case studies with stable operation for over a year.
3. Work Requirements
- Applicants should complete the Energy-Saving and Carbon-Reduction Technology Equipment Recommendation Form (Attachment 1) and prepare an application report for energy-saving and carbon-reduction technologies (Attachment 2) or efficient energy-saving equipment (Attachment 3) according to the application category. The applied technologies and equipment should have typical application cases, and supporting evidence must be submitted. Application materials should be bound in A4 format, stamped with the company seal, and submitted in five copies. An electronic version of the application materials should be sent along with the paper version, maintaining the same order and content.
- The Department of Industry and Information Technology of the Autonomous Region has commissioned Inner Mongolia Zongwei Engineering Consulting Co., Ltd. to assist with this work, collecting and summarizing the applied technologies, and organizing industry experts for evaluation. Technologies that pass evaluation will be included in the “Promotion Directory of Energy-Saving and Carbon-Reduction Technologies and Equipment in the Industrial and Information Technology Sectors of Inner Mongolia Autonomous Region.” After public announcement with no objections, they will be published and prioritized for recommendation to the Ministry of Industry and Information Technology based on the application situation. Please submit application materials to Inner Mongolia Zongwei Engineering Consulting Co., Ltd. by May 15, 2024.
- The department will enhance policy support for industrial green transformation projects that adopt technologies listed in the “Promotion Directory,” giving priority funding support in the key industrial development special funding for green transformation projects. We urge all industrial and information technology bureaus and relevant industry associations to take this work seriously, enhance publicity, and actively engage research institutions, relevant enterprises, and service agencies to leverage their strengths and organize applications for qualifying technologies.
