Efficient Energy Storage / Industrial Green Microgrid! On May 7, the Inner Mongolia Autonomous Region’s Department of Industry and Information Technology announced a call for advanced energy-saving and carbon-reduction technologies and equipment for the year 2025. This initiative includes the solicitation of technologies related to efficient energy storage and industrial green microgrids for renewable energy utilization.

The notice states: “To accelerate the promotion of advanced energy-saving and carbon-reduction technologies, strengthen the technological transformation and upgrade in key industries, and guide enterprises to adopt advanced green and low-carbon processes, technologies, and equipment, we are broadly soliciting advanced energy-saving and carbon-reduction technologies and equipment in the industrial and information sectors.” This effort aims to comprehensively enhance the level of industrial greening, assist in achieving the dual control of energy consumption, carbon peaking, and carbon neutrality targets under the 14th Five-Year Plan, and promote new industrialization.

Scope of Solicitation: The focus is on technologies and equipment that significantly demonstrate energy-saving and carbon-reduction effects, are mature and reliable, possess economic benefits and promotion potential, and can achieve comprehensive energy-saving and carbon-reduction across processes or foster innovative integration across industries and fields. The specific categories include:

  1. Energy-saving and carbon-reduction technologies in key industries: Innovations in processes and optimization technologies in sectors such as steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, light industry, textiles, and electronics, including short-process manufacturing. Energy efficiency improvement technologies in data centers, communication bases, and communication rooms, such as collaborative applications of computing power and energy, high-efficiency cooling, efficient power distribution, and green intelligent computing system solutions.
  2. Low-carbon transformation technologies: Technologies for the preparation and application of clean low-carbon hydrogen, efficient energy storage, and renewable energy utilization technologies like industrial green microgrids; efficient utilization of waste heat and pressure, system energy cascade utilization, and electric energy substitution among complementary energy technologies.
  3. Industrial carbon reduction technologies: Technologies such as low-carbon raw material and fuel substitution, reduction of carbon emissions throughout product life cycles, carbon capture and high-value conversion, carbon emission accounting and monitoring, and reduction and substitution of non-CO2 greenhouse gases.
  4. Digital and green collaborative transformation technologies: Technologies integrating digital carbon management with big data, artificial intelligence, industrial internet, and 5G, enabling intelligent analysis, detailed management, and system optimization for energy consumption and carbon emissions.
  5. Efficient energy-saving equipment: Industrial production equipment that meets or exceeds the national standard for Level 1 energy efficiency, including electric motors, transformers, industrial boilers, fans, volumetric air compressors, industrial refrigeration equipment, and heat pumps.

Application Requirements:

  1. The applicant must be a legally registered entity in the People’s Republic of China with independent legal status and must have no violations in the past three years, maintaining good records in quality, safety, and credit.
  2. The applicant can be a provider or user of energy-saving and carbon-reduction technologies and equipment, including various industrial enterprises, third-party service providers, research institutions, and industry associations.
  3. The applicant must possess the intellectual property rights or proprietary technology rights for the technology or equipment being applied for, or have sufficient authorization from the rights holder. Intellectual property must be clear, without disputes or state secrets involved.
  4. The applied technology or equipment must comply with national standards regarding quality, safety, energy consumption, and environmental protection.
  5. The applied technology or equipment must have mature application cases and have been in stable operation for over one year.

Work Requirements:

  1. Applicants should complete the energy-saving and carbon-reduction technology equipment recommendation form (Attachment 1) and prepare the energy-saving and carbon-reduction technology application form (Attachment 2) or the efficient energy-saving equipment application form (Attachment 3) according to the application category. Typical application cases must be submitted as evidence, and the application materials should be bound in A4 size and stamped with the official seal in five copies. An electronic version of the application materials must also be sent, maintaining the same order and content as the paper version.
  2. The Department of Industry and Information Technology has commissioned Inner Mongolia Zongwei Engineering Consulting Co., Ltd. to assist with this initiative, collecting and summarizing the applied technologies, and organizing industry experts for evaluation. Technologies that pass the evaluation will be included in the Promotion Directory of Energy-saving and Carbon-reduction Technologies and Equipment in the Industrial and Information Fields of Inner Mongolia Autonomous Region, publicly announced after no objections, and, based on the application situation, will be recommended to the Ministry of Industry and Information Technology.
  3. By May 15, 2024, all application materials should be submitted to Inner Mongolia Zongwei Engineering Consulting Co., Ltd.
  4. The department will increase policy support for industrial green transformation projects that utilize technologies listed in the promotion directory, prioritizing funding support for such projects in key industrial development initiatives.

All local industry and information bureaus, relevant industry associations, and involved enterprises are urged to pay close attention to this initiative, enhance publicity efforts, and actively encourage research institutions and service organizations to leverage their strengths and organize applications for eligible technologies.
