This announcement was made public on May 8, following a notification from the Department of Industry and Information Technology, the Development and Reform Commission, the Energy Bureau, and the State Grid Anhui Electric Power Company.
The plan focuses on continuously improving the medium- and long-term power market trading methods and encourages new energy storage entities to engage in these markets. It aims to ensure that new energy storage systems can secure basic revenue through medium- and long-term market participation. In line with the unified deployment of the National Development and Reform Commission and the National Energy Administration, the plan promotes time-based trading and orderly settlement processes, while also supporting the continuous trial and eventual formal operation of the spot electricity market. This will leverage the time-based pricing features of the market to enhance the operational efficiency of new energy storage technologies.
The plan also seeks to expand the types of auxiliary service markets for new energy storage. It supports the participation of these systems in peak regulation markets and accelerates the official operation of the power frequency regulation auxiliary service market. Additionally, it aims to ensure that new energy storage systems can participate fairly as independent entities in the frequency regulation auxiliary service market, while gradually lifting restrictions on the proportion of peak regulation capacity that independent storage stations can bid for.
