
On April 29, 2025, the Jiangsu Provincial Development and Reform Commission issued the implementation opinions regarding the enforcement of the Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation (Document No. Su Fa Gai Gui Fa [2025] No. 2). This document aims to enhance the role of the market in resource allocation and promote the high-quality development of distributed photovoltaic systems in the province.
1. Autonomous Choice of Grid Connection Mode
- Self-Consumption with Surplus Power Feed-in: For general commercial distributed photovoltaic projects adopting this model, there are currently no specific requirements on the proportion of self-consumed electricity.
- Centralized Management: General commercial and large-scale commercial distributed photovoltaic projects can opt for full grid connection. Projects needing self-consumption and surplus power feed-in before the continuous operation of the electricity spot market will be managed in accordance with centralized photovoltaic power station regulations.
- Use of Village Collective Property: Projects utilizing office buildings owned by village collectives may register as non-natural person household photovoltaic systems. Projects constructed along highways or rural roads must comply with relevant laws and regulations.
- Market Integration: The electricity generated by distributed photovoltaic projects should primarily enter the electricity market and must possess capabilities for monitoring and control while fulfilling regulatory obligations.
- Transition for Registered Projects: Projects registered before January 23, 2025, and operational by May 1, 2025, will follow the original policies. Grid companies must complete necessary connection modifications by the end of 2025.
2. Improving Registration Management
- Investment entities for distributed photovoltaic projects must specify key details such as project name, investment body, construction site, type, scale, and grid connection mode during registration.
- Local registration authorities are required to enhance service information regarding processing locations, times, and online resources, while avoiding additional documentation requirements.
- The grid companies should help investment entities stay informed about available capacities in their areas.
3. Efficient Grid Connection and Consumption
- Local development and reform commissions must establish a quarterly system for announcing available capacity in distribution networks and facilitate online processing through platforms like the State Grid APP.
- Projects must comply with legal requirements regarding construction sites and ensure that all necessary permits and ownership documentation are in order.
- Investment entities and grid companies should enhance investment in information technology and smart systems to ensure the projects are observable, measurable, adjustable, and controllable.
4. Promoting Village-Wide Development
- In line with the national “Thousands of Households Under the Sun” initiative, project investors are encouraged to develop photovoltaic systems across multiple villages or concentrated living areas while respecting farmers’ wishes and protecting their rights.
- Grid companies are required to upgrade distribution networks promptly and provide excellent grid connection services for village-wide projects.
5. Strengthening Industry Safety Management
- Project owners are responsible for ensuring safety standards and quality in construction and operation, and they should promote the establishment of energy service stations.
- Local energy authorities should effectively manage the industry and ensure safety compliance in photovoltaic power generation.
This implementation opinion is to be interpreted by the Jiangsu Provincial Development and Reform Commission and the Jiangsu Energy Regulatory Office, and it will take effect immediately, remaining valid until January 23, 2030. Local authorities must strengthen organizational guidance during the enforcement of these measures.
