
Hunan Province has officially released the “Management Measures for the Construction and Operation of Electric Vehicle Charging and Swapping Infrastructure” on May 28, 2025. This initiative aims to optimize existing charging and swapping facilities to create interactive charging and discharging systems that integrate with the power grid (V2G). The goal is to effectively leverage the advantages of distributed mobile energy storage provided by electric vehicle batteries. This innovative approach focuses on establishing pilot demonstrations for peak shaving, valley filling, and frequency regulation in electricity management.
The plan includes creating a virtual power plant concept centered around electric vehicle aggregation, thereby supporting the development of a new power system across the province. Charging and swapping facility operators, along with electric vehicle users, are encouraged to take advantage of time-of-use pricing policies to maximize charging during off-peak hours. The aim is to achieve that by 2026, 60% of the total charging energy consumed by the public and over 80% for residential users occurs during low-demand periods, thereby enhancing the utilization of public grid resources.

- Encouraging cooperation among charging operators, property management, and other stakeholders for unified services in residential areas.
The measures will be effective for five years from the date of publication and are intended to facilitate the high-quality development of charging infrastructure in Hunan Province. The Hunan Provincial Development and Reform Commission is responsible for the interpretation of these measures.
