On May 19, the National Energy Administration’s Henan Regulatory Office and the Henan Provincial Development and Reform Commission issued a notification regarding the public consultation for the “Henan New Energy and New Grid-Connected Entities Network Security Capability Improvement Work Plan (Draft for Comments).” The notification emphasizes the need to steadily and orderly advance the governance improvements for the network security capabilities of existing grid-connected projects.
For existing centralized new energy stations, a self-examination must be completed by the end of 2025, along with the submission of a self-examination report. By the end of June 2026, a renovation and upgrade plan must be submitted for review by the dispatching authority, and all necessary rectifications should be completed by the end of 2026.
For distributed new energy projects with voltage levels of 10kV and above, improvements to network security capabilities must be completed by the end of 2027. Similarly, for non-natural person household and commercial distributed photovoltaic systems operating at 380/220V, the same deadline applies. After the rectification, existing projects should match the network security capabilities of new projects, complying with the latest national and industry standards.
New energy and new grid-connected entities that fail to complete the network performance modifications on time will be evaluated or treated appropriately by the grid companies in accordance with relevant regulations. Local power safety supervision departments are responsible for enforcing local power safety regulatory responsibilities and must guide and support the district’s dispatching institutions and new grid-connected entities in managing new energy network security and capability enhancements.
All levels of power dispatching institutions are required to closely monitor the modification progress of network performance for new energy and new grid-connected entities, reporting quarterly to the local power safety supervision departments, the Henan Regulatory Office, and the Henan Provincial Development and Reform Commission.
