
Ban on the Deployment of Internet Rental Electric Bicycles! Haikou Issues Announcement
The Haikou Municipal Transportation and Port Management Bureau has published an announcement regarding the prohibition of internet rental electric bicycles. This decision is in accordance with the Guiding Opinions on Encouraging and Regulating the Development of Internet Rental Bicycles issued by the Ministry of Transport and nine other departments (Jiao Yun Fa [2017] No. 109), which clearly states that the development of internet rental electric bicycles is “not encouraged.”
To further strengthen the management of internet rental vehicles, ensure the safety of citizens’ travel, and maintain the city’s aesthetic, the following measures are announced:
- Currently, the number of electric bicycles in Haikou has exceeded 2.3 million. Considering the city’s road capacity, parking resource limits, and the fact that shared electric bicycles serve the same functions as shared bicycles—primarily catering to short-distance travel and connections to public transportation—there will be a citywide prohibition on the deployment of internet rental electric bicycles. This includes any form of leasing, such as daily rentals or travel rentals, that resembles internet rental services.
- Companies that have unlawfully deployed internet rental electric bicycles in our city (including but not limited to those on school campuses) must retrieve their vehicles within three days from the date of this announcement. For those that fail to comply within the specified time, the Haikou Municipal Comprehensive Administrative Law Enforcement Bureau will take legal action in collaboration with relevant departments to handle the situation.
