
Peak shaving at 2 yuan/kWh and valley filling at 8 yuan/kW·time! Guizhou is soliciting opinions on its electricity demand response trading plan.
On May 9, the Guizhou Provincial Energy Bureau publicly requested opinions on the Guizhou Province Electricity Demand Response Trading Plan (2025 Edition) (Draft for Comments). The document states that demand response resources consist of adjustable loads from market participants, including commercial and industrial adjustable loads, building loads, energy storage loads, virtual power plants, and electric vehicle charging facilities. The plan aims to maximize the demand response capability to 5% of the maximum electricity load.
The trading varieties include four categories: invitation-type peak shaving, real-time (interruptible) peak shaving, invitation-type valley filling, and real-time valley filling. The aggregated response resources for the virtual power plant must not be less than 10,000 kW. The compensation price cap for invitation-type peak shaving response is set at 2.0 yuan/kWh. For invitation-type valley filling, the compensation standard is based on kilowatts per time, with users determining the upper and lower limits through a segmented pricing method, and the final compensation standard is formed through market bidding. When the invitation-type valley filling control lasts for 3-4 hours, the compensation standard is 0-8 yuan/kW per occurrence. The price limits for real-time peak shaving and valley filling responses will be determined based on comprehensive assessments of response time, capacity, and energy market conditions.
