- Complete Coverage in Industrial Parks: The Yangjiang Yangchun Industrial Park will undergo green transformation, aiming for a photovoltaic coverage rate of no less than 50% by 2030, with new parks to be built simultaneously with distributed photovoltaic systems.
- Green Transformation of Key Transportation Infrastructure: Photovoltaic systems will be installed in transportation hubs such as highway service areas, high-speed railway stations, and bus stations, with new logistics hubs required to integrate photovoltaics wherever possible.
- Promotion of Urban Photovoltaic + Building Development: Rooftop photovoltaics will be constructed as part of urban renewal projects, exploring integrated building and photovoltaic solutions.
- Accelerating Rural Distributed Photovoltaic Construction: Villagers are encouraged to utilize rooftops and courtyards for photovoltaic facilities, aligning with rural revitalization policies to promote comprehensive village and town development.
Furthermore, the plan encourages local adaptation in choosing investment development models for distributed photovoltaic projects, supporting unified planning and design at the town and village levels, and advancing the research and manufacturing of applicable technology products, as well as the demonstration and application of new energy storage products.

The implementation plan is designed in accordance with the spirit of the “Action Plan for Promoting High-Quality Development of Distributed Photovoltaic Systems” issued by the Guangdong Provincial Government and the Yangjiang People’s Government. Its goal is to advance the construction of a new energy system in our city and accelerate the high-quality development of distributed photovoltaic systems.
1. Overall Requirements
In line with the national objective of establishing a “sound green and low-carbon development mechanism,” and in conjunction with the work requirements for high-quality development of distributed photovoltaic systems in Guangdong Province and Yangjiang City, this plan emphasizes local implementation paired with industry leadership, clarifying development priorities, expanding development models, and enhancing regulatory management to fully promote the high-quality development of distributed photovoltaic systems in our city.
2. Main Tasks
(1) Full Installation in Public Institutions
Public institutions should implement photovoltaic systems on the rooftops of buildings under their jurisdiction, including government offices, state-owned enterprises, educational institutions, and medical facilities. New public buildings are encouraged to install solar systems in accordance with the “General Standards for Building Energy Efficiency and Renewable Energy Use.” [Responsibilities are to be managed by various city departments according to their duties.]
(2) Complete Coverage in Industrial Parks
The Yangjiang Yangchun Industrial Park will undergo full green transformation, aiming for a photovoltaic coverage rate of at least 50% by 2030. Newly planned industrial parks will also incorporate distributed photovoltaic systems, targeting 50% coverage by 2025, with the goal of full coverage by 2030. Additionally, all types of industrial and commercial enterprises in the parks are encouraged to utilize rooftops and approved construction land to install photovoltaic systems. (3) Green Transformation of Transportation Infrastructure

During urban renewal efforts, rooftop photovoltaics will be constructed, and large residential complexes will be encouraged to develop distributed PV systems. (5) Accelerating Rural Distributed Photovoltaic Construction

The development of rural distributed photovoltaic systems will align with rural revitalization efforts, promoting collective economic growth and the establishment of mutually beneficial mechanisms. 3. Expanding Development Models
(1) Encourage Localized Investment Models
Existing parks and enterprises should voluntarily consolidate rooftop resources and select investment subjects in compliance with legal requirements. 4. Assurance Measures
(1) Implement Support Policies
The pricing for distributed photovoltaic projects will be according to national and provincial regulations. Tax incentives for qualifying photovoltaic enterprises will be enforced.
