Green Development of Low-Carbon Industries: An Insight into the “Green Action Plan

On May 30, 2025, the National Development and Reform Commission (NDRC) passed the “Green Development Action Plan for Low-Carbon Industries (2025-2027)”. The plan emphasizes the necessity for rapid advancement in green technologies, the encouragement of new energy applications, and the promotion of environmentally friendly construction practices. The goal is to enhance the overall efficiency of green industries while promoting sustainable development.

The NDRC has laid down an ambitious target: to reduce carbon emissions from major industries by 45% by 2030, compared to 2020 levels. This goal will be achieved through a combination of stringent regulations and the promotion of green technologies.

Recent statistics indicate that China aims to decrease its carbon intensity from 68.5% in 2012 to 53.2% by 2024. The NDRC’s strategic framework includes a series of policies aimed at fostering green development in low-carbon industries. By December 2021, the NDRC issued a plan to reduce carbon emissions by 13.5% from the total energy output by 2025, thereby aligning with national objectives for sustainable growth.

Furthermore, the NDRC’s policies are directed towards enhancing the efficiency of energy utilization and reducing waste. Initiatives will include upgrading energy infrastructure, promoting energy-efficient technologies, and encouraging low-carbon production methods across various sectors, including transportation and construction.

As part of these initiatives, the NDRC also aims to promote the integration of advanced technologies, such as artificial intelligence and big data, into low-carbon production systems to enhance operational efficiency and reduce emissions.
