Green Development for a Shared Future – Successful Conclusion of the 2025 New Power System Development Forum (Chongli)

On September 23, the 2025 New Power System Development Forum was successfully held in Chongli, Hebei, organized by the China Electricity Council. The forum focused on the theme of “Green Development for a Shared Future”, bringing together leaders, experts, and representatives from government agencies, power enterprises, research institutions, universities, and international organizations. Participants engaged in in-depth discussions on cutting-edge practices and innovative developments within the new power system, collectively brainstorming strategies for its construction and promoting the future of green and low-carbon development to contribute to the achievement of the “dual carbon” goals and the high-quality development of energy and electricity.

Strategic Guidance and Collective Strength

Leaders from the National Committee of the Chinese People’s Political Consultative Conference attended the forum and delivered speeches. They highlighted that the electricity sector plays a pivotal role in realizing the “dual carbon” goals and is a key force in driving the green transformation of energy. The forum aligns with contemporary development trends and reflects national strategic needs. They expressed hope for deep discussions among participants to collaboratively draft a new blueprint for the green transformation of energy, contributing to energy security, and nurturing new productive forces in the electricity sector to aid in building a scientifically strong nation.

Officials from Hebei Province welcomed the guests at the forum, emphasizing the importance of actively promoting energy transformation and accelerating the establishment of a new energy powerhouse. This initiative not only implements national strategy and ensures energy security but also addresses bottlenecks and achieves green development. In recent years, Hebei has taken significant political responsibility for energy supply and green growth, continuously advancing changes in electricity production methods and industrial structures to accelerate the construction of a new power system, yielding significant results.

The leaders from the National Energy Administration also underscored the urgency of constructing a new power system, emphasizing the importance of focusing on the “Nine Actions” outlined in the “Action Plan for Accelerating the Construction of a New Power System (2024-2027)”. They stressed the need to leverage the critical period of the “14th Five-Year Plan” to achieve greater breakthroughs in the construction of the new power system.

Contributions from Industry Leaders

During the opening remarks, Yang Kun, Secretary of the Party Committee and Executive Vice Chairman of the China Electricity Council, indicated that the electricity industry is guided by the new energy security strategy of “Four Revolutions and One Cooperation”. He emphasized the need for collaborative efforts to advance the construction of a new power system and continuously optimize the energy structure. He expressed hope that the forum would serve as an opportunity for in-depth exchange, innovation, and mutual benefit to contribute significantly to the establishment of a new power system and the creation of a clean and beautiful world.

Angela Wilkinson, Secretary-General and CEO of the World Energy Council, addressed the forum via video, highlighting China’s significant progress in energy transition. Currently, China accounts for 74% of the global total in photovoltaic and wind power projects. This scale presents China with opportunities to develop a circular economy by embedding reusability, zero waste, and closed-loop value chains into energy growth and transition. She expressed a desire to collaborate with China in global energy governance to establish an inclusive agenda for energy and lead countries towards a green development future.

Insights on New Power System Construction

Pang Xiaogang, Director and General Manager of State Grid Corporation, stated in his keynote address that the company prioritizes serving carbon peak and carbon neutrality as a critical political task. He emphasized the need to accelerate the construction of a new power system and promote the green and low-carbon transition of energy. He noted that the “14th Five-Year Plan” is an acceleration period for building the new power system and called for ongoing technological innovations to support this transition.

Wen Shugang, Chairman and Secretary of the Party Committee of China Huaneng Group, described the new power system as a crucial platform for achieving the “dual carbon” goals. He identified energy security, clean low-carbon transformation, technological innovation, industrial optimization, and market mechanism improvement as key aspects for constructing this system. He emphasized the need for concerted efforts from all sectors of society in this endeavor.

Leaders from various power companies highlighted the necessity of technological innovation, policy frameworks, and collaborative market rules to facilitate the construction of the new power system. They discussed strategies for integrating renewable energy sources, enhancing energy efficiency, and fostering sustainable economic growth through innovative projects and practices.

Outstanding Achievements and Initiatives

The forum saw the release of several significant initiatives, including certifications for “Carbon Footprint of Power Equipment Products”, “Zero Carbon Park Certification”, and the “China Electricity Carbon Footprint Factor Study 2024”. These initiatives reflect the commitment of the electricity sector to implement national carbon strategies and manage carbon footprints effectively.

The forum also unveiled the “2025 List of Top 100 Green Electricity Consumers in China”, which promotes green practices among leading enterprises across various industries and encourages society to adopt green consumption behaviors. Furthermore, the release of the “China Electricity Natural Gas Price Index (CEGI)” marked a significant step in enhancing the domestic power fuel price index system.

Additionally, a collection of papers and case studies on the new power system was published, showcasing advanced technologies and significant application outcomes in areas such as comprehensive energy, digitization, and market innovations. These contributions represent the collective wisdom and efforts of the electricity sector in driving energy transition and fostering new productive forces.

The forum also featured roundtable discussions on the green transition of the power system and the construction of a unified electricity market, where participants shared innovative practices and challenges faced in various regions and enterprises.

In total, 17 parallel forums were held, covering topics such as legal compliance, digital intelligence in hydropower, electrification development, and the integration of production, academia, and research. Representatives engaged in collaborative discussions to focus on innovative practices in constructing the new power system across multiple industries and fields.

Participants had the opportunity to visit local renewable energy demonstration projects, gaining insights into the construction of the new power system and the application of green technologies in major venues for the Winter Olympics.

This forum was jointly organized by the China Electrotechnical Society, the China Energy Research Society, and the Central Economic Committee of the Democratic Progressive Party, with support from various local government entities and enterprises.
