This package will not only improve the security of supply in Ukraine but also across the wider region, with the Commission providing assistance for essential gas purchases. A key component of this initiative is the acceleration of domestic renewable energy production, which will bolster the resilience of Ukraine’s energy system. Over the past three years, Ukraine’s civilian energy infrastructure has been subjected to persistent Russian attacks, resulting in the destruction of about half of the country’s energy facilities. A fully independent energy system is crucial for shielding Ukraine from ongoing threats and future pressures.
The integration of Ukraine into the EU energy market is anticipated to serve as part of the broader security guarantees that the EU can extend, as well as a vital prerequisite for the nation’s reconstruction. Energy security is essential for attracting investments throughout Ukraine.
Commission President Ursula von der Leyen emphasized the importance of this initiative, stating, “For three years, Russia has sought to plunge Ukraine into darkness by relentlessly targeting the energy infrastructure. More renewable energy and full energy market integration will enhance energy security for both Ukraine and the European Union.”
Key Components of the Energy Security and Integration Package
The package presented in Kyiv includes several pivotal elements:
- Electricity Market Integration: It aims to facilitate Ukraine’s electricity market integration with the EU by spring 2027, along with Moldova, and further integration into the EU gas sector, contingent upon Ukraine accelerating the implementation of its commitments under the Ukraine Plan and the Energy Community.
- Support for Vulnerable Households: This includes establishing a support mechanism for vulnerable households.
- Funding for Gas Purchases: The Commission will assist in funding gas purchases, particularly through the Ukraine Facility, ensuring sufficient gas reserves for both Ukraine and the wider region.
- Investment in Renewable Energy: The package will expedite investments in renewable energy, adding up to 1.5 GW of generation capacity, which represents a roughly 25% increase in Ukraine’s total renewable energy generation capacity.
These new initiatives build upon over €2 billion of EU support provided in the past three years, aimed at enhancing the resilience of Ukraine’s energy system and ensuring access to energy for its citizens. This support has primarily been delivered through the Ukraine Energy Support Fund, the Union Civil Protection Mechanism, as well as humanitarian aid and proceeds from immobilized Russian assets.
Progress Achieved
The EU has made significant strides in addressing the priorities set by President von der Leyen in September, when she announced a €156 million package to meet the immediate needs of the Ukrainian population ahead of winter while strengthening energy systems:
- Repairs: 1.8 GW of power capacity has been restored in thermal power plants.
- Stabilization: Wind and solar projects have been deployed across Ukraine to enhance energy security for critical services, as well as households and businesses. The “Ray of Hope” project, which facilitates the installation of solar panels to power hospitals, is a notable example.
- Increased Electricity Exports: EU electricity exports for winter have risen, with commercial capacity reaching 2.1 GW, complemented by an emergency buffer of an additional 250 MW.
During the meeting in Kyiv, the Commission and Ukraine also established a roadmap for intensified cooperation on renewable gases.
