
On April 21, the East China Energy Regulatory Bureau issued a notice seeking opinions on the implementation plans for enhancing the essential safety of electric power and electrochemical energy storage stations. The notice emphasized the need to upgrade and renovate outdated distribution equipment. It aims to adapt to the development of distributed photovoltaics, energy storage, and electric vehicles by accelerating research into the development planning of distribution networks. The goal is to create a new type of distribution system that is safe, efficient, clean, low-carbon, flexible, and intelligently integrated.
The plan includes accelerating the construction of resilient local grids in major cities, improving rural grids, upgrading dual power supplies for high-rise residential areas, and transforming distribution networks in urban villages. This is intended to enhance the reliability of power supply to urban grids, core areas, and critical users under extreme disaster conditions. Efforts will also focus on automating distribution network feeders and building communication networks to strengthen self-healing capabilities.
By 2025, the plan is to enhance the security measures for county-level grids and users transitioning from coal to electricity. In 2026, the resilient local grid in cities is expected to take shape, and by 2027, the comprehensive carrying capacity of the distribution network should improve significantly, establishing a clear grid structure with ample and reliable power supply.
