
Efforts from Both Supply and Demand Sides to Drive Steady Growth in the Automotive Industry
On October 5, 2025, the Ministry of Industry and Information Technology, along with seven other departments, jointly issued the “Automotive Industry Steady Growth Work Plan (2025-2026)”. This plan emphasizes the acceleration of comprehensive market expansion for new energy vehicles and the enhancement of efforts to promote automobile consumption. Additionally, it aims to stimulate potential consumer demand through technological innovation and to lead product quality improvement through standard upgrades.
The work plan focuses on expanding domestic consumption. It proposes to advance the pilot program for the comprehensive electrification of public sector vehicles. Ongoing initiatives include promoting new energy vehicles in rural areas and implementing pilot projects to improve charging and battery swapping facilities in county regions. The plan also supports vehicle trade-in programs, the introduction of new energy city buses, and the updating of power batteries, thereby encouraging tiered consumption and vehicle upgrades.
Furthermore, the plan outlines the need for reforms in automotive circulation and consumption, aiming to expand the aftermarket for vehicle modifications, rentals, motorsports, and RV camping. It encourages regions with vehicle purchase restrictions to optimize these policies, gradually shifting from purchase management to usage management.
In terms of enhancing supply quality, the plan specifies the development of new features that align with consumer demands, such as intelligent interaction and smart driving capabilities. It also aims to improve the effectiveness of production consistency supervision and to drive companies to enhance the safety, energy efficiency, and low-temperature adaptability of automotive products.
Moreover, the plan seeks to cultivate specialized industrial clusters among small and medium-sized enterprises within the automotive supply chain. This will help integrate more SMEs into the supply chains of larger enterprises, creating a mutually dependent, mutually reinforcing, and stable and efficient supply chain system. It also supports companies in building smart factories in stages and promotes the digital collaborative transformation of the industrial supply chain.
