On April 23, Chinese President Xi Jinping delivered a speech at the Climate and Just Transition Leaders Video Summit. He highlighted that this year marks the 10th anniversary of the Paris Agreement and the 80th anniversary of the United Nations. Xi emphasized that the world is undergoing significant changes, and humanity has reached a new crossroads. Despite the inclination of some major countries towards unilateralism and protectionism, which severely impacts international rules and order, history will always move forward, albeit with challenges. With steadfast confidence and strengthened cooperation, we can overcome these obstacles and promote stable global climate governance and progress in various fields.
Xi outlined four key points:
- Uphold Multilateralism: It is crucial to maintain the international system centered around the United Nations and the international order based on international law, ensuring fairness and justice globally. By adhering to the rule of law and honoring commitments, we can collectively address the climate crisis through multilateral governance focused on green and low-carbon development.
- Deepen International Cooperation: Open and inclusive approaches should transcend barriers and conflicts, promoting technological innovation and industrial transformation. High-quality green technologies and products should circulate freely, making them accessible and affordable for all countries, especially developing nations. China is committed to enhancing South-South cooperation and continuing to provide assistance to other developing countries.
- Promote Just Transition: Focusing on people’s well-being, we must simultaneously improve living standards and climate governance, balancing environmental protection, economic development, job creation, and poverty alleviation. Developed countries have an obligation to assist developing nations in achieving a global green and low-carbon transition, enhancing the long-term well-being of people worldwide.
- Strengthen Practical Actions: All parties should strive to create and implement action plans based on coordinated economic development and energy transition. China will announce its national contributions for 2035, covering the entire economy and including all greenhouse gases, before the United Nations Climate Change Conference in Belém.
Xi emphasized that harmony between humanity and nature is a distinctive feature of Chinese modernization. Since he announced the carbon peak and carbon neutrality goals five years ago, China has built the world’s largest and fastest-growing renewable energy system and established the most complete new energy industrial chain globally, contributing to a quarter of the world’s new green area. Regardless of international changes, China’s proactive actions against climate change and its efforts to promote international cooperation will remain steadfast, as will its commitment to building a community with a shared future for mankind.
China is willing to work with all parties to fulfill their common but differentiated responsibilities, contributing where possible, collaborating, and striving to build a clean, beautiful, and sustainable world.
