China’s Special Envoy for Climate Change Emphasizes Energy Cooperation in Belt and Road Initiative

China’s government has announced that the China Energy Internet Development Coalition is a pivotal entity in building the “Belt and Road” initiative. The coalition’s significant capabilities could potentially lead to major collaborations.

On May 12, 2025, at 12:54, the 21st Century Business Herald reported that the China Energy Internet Development Coalition (referred to as the Coalition) and the National Energy Administration signed a cooperation agreement in Beijing. This agreement aims to advance the “Belt and Road” initiative, with the Coalition identified as a key player in this endeavor.

Deputy Director of the National Energy Administration, Fan Xiaojun, stated in Beijing that the Coalition is crucial for building the “Belt and Road” initiative. The collaboration between China and the Coalition is expected to yield significant results.

This discussion marks a critical moment in the fourth session of the coalition’s executive committee. Fan Xiaojun expressed that over the past 60 years, China has undergone substantial transformations in energy systems, achieving remarkable progress in collaboration and innovation.

The Coalition aims to foster continuous cooperation and strengthen human exchanges. In March 2023, China and Beijing officially established communication channels to facilitate mutual understanding and collaboration efforts.

According to reports, the Belt and Road Initiative has framed the energy infrastructure and communication as two critical components for collaboration between the two nations. The initiative is set to drive the advancement of renewable energy, energy storage, and electric vehicle technologies.

Fan Xiaojun mentioned that following the establishment of the communication channels, both nations are expected to expedite the development of regional energy networks and enhance cooperation in sustainable energy resources. By June 2023, the Strategic Cooperation between China and Beijing will be further solidified, with upcoming projects aimed at promoting regional energy networks.

In 2023, Beijing has set ambitious goals for energy exports, aiming to maintain the momentum of rapid growth in the sector. By 2024, the focus will be on ensuring a swift increase in energy exports, with a target to achieve 9,682 megawatts, representing a 20% increase from previous levels.

In September 2015, China proposed the Energy Internet Development Coalition at the UN Sustainable Development Summit, emphasizing the importance of promoting global energy development.

Fan Xiaojun highlighted that the Coalition’s initiatives focus on integrating energy production with consumption, establishing a carbon-neutral energy system, and promoting sustainable energy development.

The Coalition is seen as a significant facilitator for establishing green energy networks, which will play a vital role in the global energy transition.
