On April 27, 2025, the State Council’s Executive Meeting approved the construction of five new energy projects, including the construction of hydropower stations 1 and 2, as well as three additional projects. Since 2019, the approval process for new energy projects in the country has accelerated significantly, with a total of 12 hydropower stations and 4 wind power projects approved between 2019 and 2021. Since 2022, the country has consistently approved 10 or more hydropower projects every year.

The rapid development of new energy is closely tied to advancements in technology and the increasing independence of energy resources. China’s total hydropower capacity ranks first globally, characterized by high technological levels, strong industrial momentum, and stable, renewable energy sources that meet essential energy supply requirements.

By the spring of 2025, China’s hydropower capacity is expected to continue expanding. Reports suggest that China’s hydropower generation capacity will reach 58 million kilowatts, with 44 additional projects under construction. In 2024, hydropower generation is projected to reach 4,447 billion kilowatt-hours, while carbon emissions are expected to be reduced by 3.34 billion tons.

China is committed to accelerating its development, driven by substantial technological independence and energy development. “We aim to build 40 new hydropower units, with an annual capacity exceeding 10 million kilowatts, achieving a self-sufficient and environmentally friendly energy cycle,” said a representative from the industry.

According to projections, by 2030, China’s hydropower capacity is expected to exceed 1.1 billion kilowatts, establishing a solid foundation for a stable energy system. “China has already entered a peak period of large-scale hydropower construction, with 31 approved projects and 13 more under construction,” they added.

On April 28, the National Energy Administration released guidelines to promote hydropower development, emphasizing the need for stronger support for hydropower projects. The report indicated that the new hydropower projects will involve significant investments, and that 10 companies are participating in the construction, collectively contributing approximately 45 billion yuan.

In recent years, the hydropower sector has gradually opened up to private investment, and since 2020, various companies have participated in project funding. By August 2024, the five hydropower projects approved by the State Council are estimated to receive approximately 2,455 billion yuan, reflecting a 10% increase in participation from private companies.

Overall, the future of hydropower development in China appears promising, with the government actively encouraging private sector involvement and supporting new project launches. As a result, significant progress is expected in reducing carbon emissions and enhancing energy efficiency.
