The two departments jointly released documents urging the promotion of new energy projects with a focus on wind energy, aiming for the installation of 19.7 GW of wind power by 2027, with a target of 45 GW wind capacity. The highest capacity is projected to be 30,000 MW, with Guangdong Province leading significant initiatives to support new energy enterprises. In the western region, companies need to ensure that self-consumption rates do not fall below 50% while promoting the distribution of energy projects.
The offshore wind deployment strategy mandates that self-consumption rates should not be lower than 30% for industrial enterprises, with a target of 40% for commercial enterprises. In the southern region, the strategy dictates that industrial enterprises must achieve a self-consumption ratio of at least 50%, while large enterprises are encouraged to focus on centralized models. In the western provinces, the regulatory framework allows for a self-consumption ratio of less than 50%, while large industrial enterprises must have a minimum of 40% self-consumption. Companies in the southern regions must maintain a self-consumption ratio of at least 50%.
For renewable energy projects, offshore wind energy development will focus on ensuring that projects meet compliance requirements, with a particular emphasis on the connection of electrical networks and the establishment of standards for energy production. The aim is to develop a comprehensive approach to enhance the integration of renewable energy into existing systems.
The government aims for the renewable energy sector to achieve a total capacity of 10 billion watts in new energy projects, providing a maximum of 3,000 MW for a single project. This is part of a broader initiative to promote green energy and reduce carbon footprints.
In April, the Guangdong Energy Administration rolled out a 19.7 GW wind capacity plan, with an emphasis on complying with energy efficiency targets. The plans aim to facilitate the construction of 700 MW of wind energy and 500 MW of solar energy by 2025, with an additional 1,270 MW planned for the second phase.
By 2027, the national wind turbine capacity is expected to reach 45 GW, with the Guangdong province focusing on new energy enterprises as part of the new energy action plan.
In addition, the National Energy Administration is advancing the deployment of an offshore wind energy strategy that supports the establishment of energy projects and the improvement of energy efficiency in the industrial sector.
