China’s Ministry of Industry and Information Technology Outlines 2025 Standards for Enhancing New Energy Vehicle Safety

On April 28, 2025, the Ministry of Industry and Information Technology (MIIT) released key points for automotive standardization work aimed at enhancing the safety levels of new energy vehicles. The document stresses the necessity of improving safety standards for electric vehicles (EVs) and outlines various initiatives to achieve this goal.

The MIIT plans to promote the establishment and implementation of standards for remote services and management of electric vehicles, as well as for safety requirements related to power batteries. It also aims to expedite the review and approval of safety standards for electric vehicles. Additionally, there will be preliminary research into mandatory national standards concerning safety requirements for fuel cell electric vehicles and the recycling of power batteries, all aimed at continuously enhancing the safety of electric vehicles.

The ministry will also focus on reviewing and approving standards for the durability of power batteries and thermal management systems. The development of standards for all-solid-state batteries, in-service testing of power batteries, and labeling requirements for power batteries will be accelerated to optimize their performance.

Furthermore, efforts will be made to establish standards for efficiency testing methods of drive motor systems. Preliminary research will be conducted on standards for distributed drive motor systems, hybrid systems, and on-board hydrogen systems, with an emphasis on reinforcing quality requirements for key system components.

For commercial vehicles, the MIIT aims to implement safety standards for battery swapping and expedite the formulation of standards related to charging performance, chassis battery swapping, and compatibility testing for battery swapping systems. Research will also be undertaken for megawatt-level charging standards for commercial vehicles, which will enhance the convenience of using electric vehicles.

This initiative is a step towards ensuring a safer and more efficient future for electric vehicles as the industry continues to evolve.
